The Torisakia Congress is the legislature of the federal government of Torisakia. It is bicameral, composed of a lower body, the House of Representatives, and an upper body, the Senate. It meets in the Torisakia Capitol in Tokai, TKI. Senators and representatives are chosen through direct election, though vacancies in the Senate may be filled by a city-district governor's appointment. Congress has 660 voting members: 220 senators and 440 representatives. The Torisakia vice president has a vote in the Senate only when senators are evenly divided. The House of Representatives has six non-voting members.
The sitting of a Congress is for a two-year term, beginning every other January. Elections are held every even-numbered year on Election Day. The members of the House of Representatives are elected for the two-year term of a Congress. Article I, Section 2 of the Constitution of Torisakia established that two representatives be elected from each constituency, forming a total of 440 representatives as of 2023. Article I, Section 3 mandates that one senator be elected from each constituency, a total of 220 senators as of 2023. Each senator is elected at-large in their constituency for a four-year term, with terms staggered, so every two years approximately one-third of the Senate is up for election.
Article I of the Constitution requires that members of Congress be at least 25 years old (House) or at least 30 years old(Senate), have been a citizen of Torisakia for five (House) or ten (Senate) years, and be an inhabitant of the constituency they represent. The 17th Amendment of the Constitution established a four term limit for members, consisting of two years (House) or four years (Senate) per term. The 17th Amendment was ratified in 1959. Prior to this, members of Congress in both chambers were allowed an unlimited number of terms.
The Congress was created by the Torisakia Constitution and first met in 1825. Congress members are usually affiliated with one of the four major parties, the Conservative Party, the Liberal Party, the New Democratic Party, or the Green Party, with occasional minor party and independents not affiliated with a party. Members are allowed to switch parties at any time, but this is quite rare.
