The Xzavarian Upper-House was created in 1922, during this time frame Xzavarians were getting used to life under a new government and a less exciting economy. The Upper-House in Xzavaria has a specific role, that role is to hand-out jobs such as Mayor,State Governor, and many other Governing bodies.
The Upper-House has no real power besied just that, they've been exploited many times before, and are know to take bribes. This was fixed back in 2004 but continues to be a problem as Xzavarian Seating bodies don't see it fit to arrest and take power from Upper-House members.
