Edgar Marlene Rourke (B. April 7th, 1957) is an American banker, creditor, money launderer and convicted murderer involved in both the DICE Roanoke Scandal and the Southwest Virginia Biker War. Edgar's involvement in the Roarke Scandal included money laundering with Meredith Commodities and Shenandoah One-Percenters, nepotistic corruption with governate candidate Silas McMurray, and was convicted as the murderer of James and Martha Lombard with Morris Elaine.

Edgar Rourke was born in Richmond, Virginia to Richard and Mary Rourke. Edgar attended University of Nebraska Omaha and moved to Joplin, Missouri

Born in the city of Galax, Virginia, Morris graduated from the University of Virginia and later moved to Joplin, Missouri to work for Dutch Interstate Commerce. He, alongside Edgar Rourke and Emmanuel Dibrom were moved to the opening of the new Roanoke Branch when it opened. In 1986, Morris was one of several DICE employees involved in the Roanoke Scandal which involved Meredith Commodities and a variety of organized criminal organizations laundering money through both Meredith Commodities and the Roanoke Branch of DICE.

Gerald Silas McMurray (B. November 8th, 1936), is an American politician and nepotist involved in the DICE Roanoke Scandal. Silas McMurray was originally the Mayor of Roanoke in 1991 and attempted to run for the 1997 gubernatorial election of Virginia before his arrest and conviction with the involvement in the Roanoke Scandal in 1996.
