The Parliament of Ebrary is the bicameral legislature of Ebrary. Being bicameral, it is composed of a lower body, the Popular Assembly, and an upper body, the Senate. The Parliament meets in the Palatio de Estalta in Ceres. Appointed members of the Cabinet of Ebrary may also concurrently hold seats in the Parliament, but this is not a requirement. Despite being termed a parliament, the government of Ebrary more closely resembles a presidential republic.

The upper house is the Senate, composed of 40 members who serve life terms. Two of these members hold hereditary seats, while the other 38 are appointed at the death, resignation, or removal of the previous holder.

The lower house, or Popular Assembly, is an elected chamber with elections to 71 single-seat constituencies as well as 54 list members under the mixed-member proportional representation system with no compensation for overhang seats and a threshold of 5%. It is presided over by the Speaker of the Popular Assembly, who is generally a member of the largest political party in the assembly. Seats are apportioned to the various provinces and two independent cities proportionally. Members of the Popular Assembly serve 3 year terms, being elected in October and sworn in on 8 Feb (or 9 Feb if 8 Feb is a Sunday).
