Leny (Gogorian: 𗽈𘔚 Lji njij), officially the Astutely Ordered State (𘜶𘄣𘇚𗂧 Ljij khu mji lhjij), is a state in ???. Leny spans an area of x square kilometers, and is home to about 62 million people, of which a majority are Gogorians.

Since the Transfer of the Bells in 1568, Leny has been ruled by the Characy of Leny, considered to be the de facto religious polity of Juist Cotrism in the country which has taken on features of a ruling party. The Characy, up until reforms that began in the 1910s, were the sole apparatus of state, after which theoretically independent bodies appeared in the government structure, though the Characy retains strong control of all aspects of politics, and state functions remain closely blended with the Characy's own organizations.

The head of state of Leny is the Grand Pillar, who is the titular head of both the Lenish nation and the Characy of Leny. The Grand Pillar's main duties lie in interpretation and formulation of Juist-Cotrist doctrine, with a mostly ceremonial role in matters of actual politics and administration, though by law the Grand Pillar is free to make changes or immediately overturn any 'transient legislation', legislation which do not concern Lenish constitution. For major revisions of either state constitution or religious doctrine, only the Grand Pillar may propose such changes after which a congress of notables of the Characy gather to deliberate on these proposals. Within the Characy the Grand Pillar can also appoint and dismiss office-holders at will. The Grand Pillar represents Leny diplomatically.

The First Secretary of the Characy, commissioned by the Grand Pillar, is the second most powerful figure of the Characy who manages and oversees policy within the Characy and ensures its conformity and compliance with Lenish Juist doctrine, and often has de facto access to directing state policy. The First Secretary is also responsible for management of Characy discipline, auditing and budgeting, and general administration. The post has near-unlimited powers in this field, but this authority is only one of the Characy. The Oversight Council of Leny is a multiple-member, directorial body comprising 12 experts, intellectuals and scholars, elected by the Characy's membership and approved by the Grand Pillar, who collectively direct state policy. These two offices are considered to be officially parallel in status and are also intended to be collaborative, though competition has occurred historically.

Leny has no state legislature with powers. The Consultative Assemblies of Leny serve in a solely deliberative and consultative role without real ability to legislate. This body is bicameral, consisting of a component for various selected experts and technocrats, and a component for selected National Delegates each representing a field, area or section of the Lenish nation and society. The Consultative Assemblies may submit various recommendations to the Characy; these are titled and contain content based on the nature of the recommendation.

The Lenish military, the Order-Protecting Army (OPA), is divided into the ground force, the navy, the air force, and the special operations forces. The OPA has an active strength of 95,000 and a pool of 600,000 reservists. OPA units are rotated from reservist forces every 4 years. Lenish military doctrine has generally been defensive due to pacifism and non-aggression being a main tenet of Juist doctrine. The OPA is however a modern, high-technology force in terms of equipment.

Economy

Leny has a state capitalist social market economy where a large number of economic actors and corporations are state-affiliated, economic activities are predominantly under the framework of a market economy with minimal actual restrictions, macroeconomic direction is undertaken by the state and its affiliated bodies, and social policies exist to assist the poor and other economically disadvantaged populations. Combining state guidance with a competitive market, Leny has one of the most innovative, competitive, diversified, skilled and flexible economies in Yidao, and also boasts low corruption, a meritocratic culture and efficiency thanks to the technocratic management of the state and economy. Leny also has a high quality of life and a high level of human development as part of its status as a developed country.

The overall economic model of Leny is built upon strong competition between industries, many of which are state-owned but effectively are run with different agendas, with a general direction of economic development delineated by the state and the Characy. Economic direction is supported by sophisticated analysis, prediction and modelling by technocrats, an activity which in recent years has become computerized. Competent management of economic actors is another feature, which has been ensured by the requirement of expert qualifications for entering management positions, or the employment of certified experts for entrepreneurs. Both industrial regulations and a policy of mandatory goods insurance have been attributed to high quality of Lenish manufactured goods.
