First Republic

Government

Executive Branch

The Executive branch of Vonein completely revolves around the Prime Minister and First Senator as the heads of state, and the Prime Minister as the head of Government.

Prime Minister

The Prime Minister is the main executive of the nation, with the consul in this position being responsible for the normal duties as head of state. He is popularly elected.

First Consul

The First Consul is the second in the line of succession, and performs the same duties as vice presidents in other countries.

First Senator

The First Senator is the chief legislative officer of the nation in the Senatorial Chamber, and leads the Senate in full proceedings, and also acts as the speaker of the Senate chambers, so that the government can deliberately be kept small.

Legislative Branch

Senatorial Chamber

The higher legislature of the Senate, where bills go to either be passed or sent back down to the lower house for debate. This house is the only house that can change the constitution or roles of the entire senate, and the twenty eight members are elected from candidates that have already been a member in good standing in the lower house for at least five years. It is rare to see legislation originate from the upper house. Members serve four year terms, and the terms are staggered so that the nation still has an upper house during election season.

Representative Chamber

The lower legislature of the Senate, comprised of forty members, are where bills are originally presented and passed. Assisted by three primitive artificial intelligence systems, with one serving as clerk of the Senate, and the other two serving as statistical interpreters for the members to get a read on the possible effects of the legislation currently on the stand. Members are popularly elected from the general populace, with no age requirement, although there are districts set out in the constitution and certain rules to follow for the election as well. Members serve a staggered set of eight year terms.

Judicial Branch

All judges serve for life besides in the normal federal circuit, where they serve for ten year terms.

Supreme Court of the Republic

The Supreme Court of the Republic has only five sitting justices, all of which are nominated by the first senator and confirmed by the Senate. They are the final court of appeals for the Voneinian Legal System, and court of first instance in case where there is a dire national emergency.

Chief Procurator

This office is the equivalent of Attorney General in other countries, though has the added responsibility of being the Republic's intelligence director. The office is filled with a new person every five to eight years, overlapping both consul and senate terms as to supposedly be unbiased. He is the most powerful man in Vonein by far, with his office being able to subpoena even the Senate for documents if he so wishes.

Vonein Federal Police

Main and only police force in Vonein, acting as the one and only law enforcement agency that isn't served by a private firm. Has a lot more power than found in the police forces of other nations, and includes several provisions in it's charter that may seem a little bit unethical and overburdening by other countries standards.

Vonein Federal Investigations Service

Main investigations arm of the Federal Police, but also the main counterintelligence and domestic intelligence service of the government at large. Staffed only by members who served in either the Armed forces or worked in the private sector in some specific fields. All operations are classified to the highest level in this organization.

Vonein Prisons Bureau

Much like other countries; Runs a network of prisons in and around Vonein. Also is responsible for prisoner transport and international extradition.

Federal Legal System

Federal District Courts, Federal Circuit Courts and the Court of Appeals for the Federal Circuit are all a part of the main Voneinian legal system, besides the local courts. Judges are appointed by the consuls, with each consul getting an equal number of picks for each court. This has gridlocked the court system in the past, but the Constitution has provisions for that.

Court of the Senate

Led by the First Senator and seven other colleagues of random choosing. Only convened when there is a national crisis, or if there is a gridlock in the legal system that needs fixing. All members are chosen have to be a lawyer and well versed in the legal system, with a total of five trials at least conducted before a person is to be eligible to sit on the court.

Court of Constitutional Law

Court of first and only instance in constitutional law. Only appeal is to the Supreme Court of the Republic. Also conducts trials of ethics and rules violations in the Senate if a Senator decides to challenge the First Senator's ruling on the offense. Judges are picked at random from the entire court system, Supreme Court Included.

Court of International Crimes

This court handles all extradition, asylum and immigration cases in Vonein, as well as being a court of appeals for the same types of cases if they decide to go through the regular court system instead. Also handles all countries suing the government of Vonein.

Elections

Political parties are banned in Vonein.

Process

The process is simple, elections start with a primary in the elections district, and the winner goes on to have a second round of elections to confirm the result of the primary vote. Elections usually start a year out from the election date, which for all elections is constitutionally mandated to be November 28th.

Output from this industry is responsible for just under fourteen percent of the economic output of Vonein.

Agriculture

Vonein is on a path to autarky in this sector, with recent investments by the Senate economically in the form of grants and subsidies. Output from this industry is responsible for almost eight percent of economic output.

Entertainment

The Voneinian entertainment industry can be broken up into three main parts. The largest sector of this industry is the sports leagues, that draw in an average of twenty to thirty billion dollars each year. The second part to the sector is the film and television industry, with large crowds being drawn each year to the Tyndall Film Festival each August. The third largest sector is the music industry, with the Voneinian love of rock slowly growing, with a few other genres close behind. Output from this industry is responsible for twenty percent of the total economy.
