The Supreme Commander of the National Fortification Command (Razarian: Ⱂⱃⰵⰴⱄⰵⰴⱀⰻⰽ ⰐⰍⰖ, Vrhovnik NKU), often referred to simply as the Vrhovnik (supreme commander), is the head of the National Fortification Command, the supreme governmental body of Razaria, and the highest political authority in Razaria. The Vrhovnik is also in theory and symbolism a regent of Razaria as the imperial throne that the present government continues to uphold remains vacated. All state organs and apparatuses in Razaria are theoretically required to directly obey the Vrhovnik's command when required, and the Vrhovnik's word is above any written law. The Vrhovnik is also the commander-in-chief of the Razarian National Armed Forces. These powers have led to near-unanimous views that the Vrhovnik is the most powerful person in all of Razaria. The incumbent Vrhovnik (the 5th) is Zlatko Khojnović, who ascended to the position in 2008.
Compared to posts of similar nature, the Vrhovnik is more extensively involved with policy and decision-making within the Razarian political system, and has a more pronounced monopoly of power; there is no other post that holds power over both the civilian and military wings of the NFC or has any similar degree of reach. The Vrhovnik can put into effect any policy or decision without restriction, but it is customary for consultation with various interested bodies and groups. The Vrhovnik is also capable of appointment and dismissal of functionaries and officials at any level in the country on their immediate orders. The powers of the post are codified in the Declarations regarding the current status and situation of the Razarian nation, the de facto constitutional documents of Razaria.
The premises for the establishment of a post as all-powerful as the Vrhovnik was that such an all-powerful, absolutist individual, provided being well-informed and capable, is fully able to administer all aspects of the fortified Razarian state during its current emergency period to adequacy. Another foundation for such a concept was the general besieged-fortress metaphor used in Tvrdjavist doctrine extensively, where the nature of the situation demands an unopposed commander to ensure optimal coordination of national constituents during the 'siege'. Thus the Vrhovnik's foundational concepts can be understood essentially as a tvrdjava-lord, only at a national scale.
The position of Vrhovnik was established in 1964 to head the National Fortification Command in a method that Svetoslav Jastrebović, first supreme leader of Razaria and also first holder of this post, regarded as more efficient and in line with tvrdjavist doctrine.
The process by which a Vrhovnik is appointed is very informal. When the occasion rises, a Conclave for National Leadership is assembled, comprising military commanders, bureaucrats and influential Koshchunist clerics, which then deliberates over nominations and selects the appointed. The leader is almost exclusively selected from either military or clerical personnel. Vrhovniks are not permitted to directly appoint successors.
The term 'vrhovnik' literally means 'the supreme one' (from the root vrh, 'highest') and originated as one of the many terms used to refer to the highest military commander of a polity, primarily in the feudal period. The post has been referred to with other terms such as hetman in Nordania and dajiangjun in East Borea.
