The Xuande Regency Council was a council commited to serving as the executive branch of the Great Zhi Empire during the reign of the Xuande Emperor. Authorised by Imperial Edict and confirmed by the Celestial Parliament, the Regency Council took control over the tutelage of the Great Zhi Emperor, submit Imperial Edicts, summon parliament and dismiss it, as well as holding significant control over the economy. Controversial within Michu, the regime suffered several scandals, and was in power during the 2019 financial crash. Established by the 2009 edict of the Xuande Emperor, swiftly following the enthronement ceremony, the Regency Council was composed primarily of the Emperor's much older brothers, who were well into middle age. This led to significant discontent among the people, who theorised that this Regency Council was a transition towards removal of the Emperor, in favour of one of her elder brother. The Regency Council never made any overt moves towards this, although the criticism only intensified in 2017, when the Emperor came of age, yet the Regency Council's mandate was extended indefinetely. In 2019, the conservative government was replaced by a Zheng moderate government, antidemocratically by the Regency Council. This scandal radicalised the conservative voting base. In 2021, after an ineffective response to the 2019 Financial crash, Hongli Cuyan deposed the Regency Council, and formally empowered Xuande, although he continues to hold true authority.
