History of the Blackhelm Confederate Military |
The Blackhelm Confederate Tribal Militia is a paramilitary formation within the Blackhelm Confederacy. In peacetime, the militias are involved in conservation, protection and restoration of forests, education of children and young people in patriotic values, aiding during natural disasters, accidents, and other emergencies and fire-fighting, as well as police work in many areas of the Backlands.
History
Tribal militias in the Blackhelm Confederacy trace their origins back to the Empire of Exponent, when Hesperidesian Native tribes were encouraged to police themselves in many of the more remote parts of the country.
During the Hesperidesian Revolutions, the Imperial government sought to arm many of these militias and use them as bulwarks against insurgents in eastern Hesperidesia. Following the collapse of Exponent and the formation of the modern Blackhelm Confederacy, Tribal Militias were centralized to some degree, with a central office for procurement and organization. That said, most militias are still highly independent, and operate within their Tribal areas without much oversight from Paradise City.
Structure
Militias vary widely be size and strength depending upon their catchment area. All militias, however report to the Ministry of Tribal Militias, based in Paradise City. The Ministry provides funding for salaries and equipment, and also provides direction and organization for larger scale initiatives such a disaster relief or larger conservation efforts.
Members of the Militias are paid bi-weekly by the Ministry of Tribal Militias, making membership in the local Militias a source of pride for many Tribal people.
Equipment
The Tribal Militias in the Blackhelm Confederacy are primarily equipped with second and even third hand weapons and munitions, often having previously been used by the regular Blackhelm Confederate Army and at timew by Town Guard units before making its way to the Tribal troops.
Tribal forces also notably lack armored vehicles and heavy equipment, aside from recoilless rifles and some anti-aircraft equipment.
