Early life and education
Perran was born in 1990, in Rennezh, the capital of the region of Ezhonyth, in Esthursia.
Joining the Liberal Party in the 2000s, he participated in the 2009-2011 Esthursian student protests. Studying politics and Ezhoneg, he gained a first from the Riding Lorestead of Ezhonyth (RLE) and became a councillor on the Rennezh council in 2010.
Political career
Perran was elected to the House of Thanes in 2018, aged just 28, amidst a wider fallback of centrist and right-wing members during the 2018 Esthursian general election.
