In Hverland, settlements are classified as one of four categories: capital, city, town, or village. Each classification determines the structure and size of its local council, reflecting the settlement's population and administrative needs. For example, Hverhöfn, is the only settlement classified as a capital and is governed by a council of 31 members and a separately elected mayor. Settlements classified as cities have councils composed of 11 members, one of whom is chosen to serve as mayor by the council itself for a 2-year term. Towns, such as Isafjordur and Húsavík, are managed by councils with 5 members. The smallest settlements, classified as villages like Hvolsvaag, Seyðisfjarður, Höfnarborg, and Siglufirth, are governed solely by a mayor.
While Hverland's settlements do not possess police or legislative authority, they hold the power to enact local ordinances, particularly regarding traffic and parking enforcement. As legal entities, settlements have the capacity to engage in legal proceedings within administrative courts. Operating independently of a strict local state hierarchy, except for judicial review concerning administrative law compliance, Hverland's settlements enjoy a significant degree of autonomy. They collaborate regionally, with state agencies extending their services across these regions to address employment, economy, transport, and environmental concerns.
