Foreign relations of Kozakura is the responsibility of the Foreign Affairs Directorate, currently headed by Zema Hayosa, the incumbent President of Foreign Affairs Policy and the Director-General of the Foreign Affairs Directorate.
Introduction
Kozakura is an island nation situated in the southwestern maritime region of the continent of Major Kistavich. It is a major trading hub with significant space launch capability. Kozakura also posseses technologically-advanced military forces with foreign deployments across world as part of its defensive doctrine of Sai teiku (再テイク, The Retaking). It is a significant technological hub, with significant investments in Heuristic Controllers, Quantum computing research and robotic development. Succeeding Shogunates following the 1979 military coup has pursued a foreign policy of balancing and alliance building among regional and great powers and follows a strategy of principled stability and shared prosperity. Kozakura has advocated for laissez-faire capitalism and socially liberal policies.

Kozakuran-Anagonian foreign relations with Princess Zano's diplomatic expedition in 1794. <Historical details from 1794 to 1979> During the Sakoku period, Anagonian interests in Kozakura were nationalised by Kozakuran authorities and its diplomatic mission fell under the protection of the Meridonian diplomatic mission. Today, a large portion of Kozakuran imports of rare earth metals come from Anagonia, most of it used in the Kozakuran semiconductor industry. Five percent of Kozakuran land-reclamation projects are backed by Anagonia. In 2009, Kozakuran troops were allowed to be hosted in Anagonian territory as part of their dispersement strategy. |

Cathalina-Magea - Provincia Cathalina-Magea | Yes | N/A | N/A | Current Kozakuran foreign policy towards Kylarnatia and Cathalina-Magea is a two-prong approach. Indirect relations was established between the Kozakuran government and the Kylarnatian mainland in the region of Gholgoth and more direct relations between the native Cathalan-Azuri populace.
Historically, formal relations between Kylarnatia (through Cathalina-Magea) and Kozakura begun in the mid-18th century when the latter started its creation of a diplomatic and trade relations network in Esvanovia. A Kozakuran diplomatic delegation, led by Princess Zano Heijisha of the Orinami clans, begun in Cathalina-Magea in 1801, with a subsequent foreign visit in the Kylarnatian mainland in the following year. Princess Zano's diplomatic expedition soon set the current precedent in Kozakuran foreign policy towards extraregional territories. Relations remain stable until 1952 following Kozakuran Empire's dissolution and loss of territorial holdings following the Great War and the Kozakuran Seccession Crisis. In the turmoil, the Sakurada Shogunate took over the government beginning the Sakoku period. During the Sakoku period, the Sakurada Shogunate removed all foreign diplomatic missions with the exceptions from Meridon and Marquesan allowing them to become Protecting Powers for foreign missions. The Kylarnatian/Cathalina-Magea diplomatic mission came under the protection of the Marquesan diplomatic mission. This arrangement came to an end in 1979 when the Yamauchi Shogunate took over in a bloodless coup and began the Fukkatsu period. Foreign missions were once again allowed to operate outside of their protecting powers. Kylarnatia (through Cathalina-Magea) resumed their diplomatic relations in 1982, one of the first to resume relations after nearly 30 years of isolationism. Today, Cathalina-Magea is a significant importer of foodstuffs for the Kozakuran market, owing to the former's agricultural exports. In 1983, a joint venture was founded between both nations to invest in Kozakura's domestic aquaculture industry. A bilateral agreement came into effect in 1990, allowing Kozakuran and Cathalan/Kylarnatian citizens a visa-free entry into Cathalina-Magea/Kylarnatia and Kozakura. It was also amended to allow a vice-versa agreement for funded scholarships to allow students from both countries to study in foreign universities in 1993. Kozakura and Cathalina-Magea signed the Security Concord of Sekhemna in 2008, allowing Kozakuran troops bases in Cathalina-Magea. It was expanded in the aftermath of the Matsume War in which Kozakuran naval personnel took part in joint-patrol missions on international shipping lanes in Mare Noctis and Marianan Oceans. |

Marquesan - Marquesan Imperium | Yes | N/A | N/A | Kozakura's foreign relations with the Marquesan Imperium began in 1843 following the successful of the Kozakuran diplomatic delegation led by Prince Ryachi Sayo. Wanting to rapidly industrialize the Kozakuran Empire, Prince Sayo fostered strong trade links between the two countries, with its peak reaching in 1928. In 1930, Kozakura allowed the establishment of a radio station in the highest point of Yazaki Hill in Onogoro. The previous stable relations came to an end during the years of the Great War when Kozakura became embroiled in a civil war with the Marquesans supporting the rebelling daimyos against the ruling Hasegawa Shogunate. Emperor Totoha would force a cessation of hostilities in the end of 1951, closing the Kozakuran front of the war.
In the post-war Kozakuran Seccession Crisis, foreign powers involved in the crisis forced the ruling Hasegawa Shogunate by into accepting that the Empire could no longer be kept together. The Sakurada Shogunate takes over the government in Kozakura after the Hasegawa Shogunate was deposed in a coup. The succeeding Shogunate, seemingly betrayed by foreign interests, institutes the policy of isolationism, forcing foreign interests to leave Kozakura. The policy made a few exceptions for Marquesan and Meridonian interests, as they were allowed to become protecting powers for foreign diplomatic missions and certain access to the Kozakuran internal market. The Sakurada Shogunate allowed the Marquesan-controlled Yazaki Station in Onogoro to be secretly expanded in during the Sakoku years for their growing space programme and their land-based navigation system. In return, Kozakura was granted access to Marquesan space programme, allowing them to launch assets into orbit. In 1979, the policy of isolationism would come to an end when Yamauchi Koji led a bloodless coup against the Sakurada Shogunate with his loyalist forces in the Kozakuran Armed Forces. It would be revealed in the coming years after the coup that the first Yamauchi Shogun was educated in prestigious Marquesan Ecoles de Guerre, sparking concerns among Kistavich countries that the Marquesan Imperium has backed the coup. The Kozakuran government dismissed the concerns, saying that some officers that were previously loyal to the Sakurada Shogunate were educated in foreign military academies. Today, Marquesan is a significant trade partner with Kozakura in the sectors of arms trade, high-tech devices, pharmaceuticals. Marquesan interests account for 25% of all international business presence in Kozakura and is instrumental at the establishing industrial conglomerates with wealthy Kozakuran-Orinami magnates. In the land reclamation projects, Marquesan-backed projects account to 20% of the total land reclaimed. In 1984, the Yazaki Station was expanded into a fleet support facility for the Marquesan Navy, expanding their presence in South Kistavich. In 2003, Kozakuran troops were allowed to station forces in Pandora, as part of their dispersement strategy. |
