The Federal Republic States of New Wolvers, also known as New Wolvers, is a sovereign state, co-founder of the Universal Pact until 2021, founder of the Theriolycanthropic Union, and former member of the Strategic and Economic Treaty Alliance in North Utopia. The nation is divided in four states, one Autonomous Republic, and one Capital District. It is known to be the first country in the North Utopian continent to grant AI citizenship to a robot in 1991, along with granting equal rights to all its citizens.
The nation is known to have community of werewolves in rural sides of the nation, even if is not too uncommon to see urban werewolves - werewolves who live in the city side of the country and are organized in packs or gangs.
Those werewolves may happen to be part of various Werewolf Nations which, legally, are mere representatives of the various tribes and packs of werewolves, but all of them are distinct in language, dialect, beliefs, and even currencies.
Nonetheless, those Nations are recognized only inside the Federal Republic States, and do serve only for statistic and representative purposes in the long scheme of events.
Etymology
The name New Wolvers comes from the original name of the colony, Nova Vlkania, name given by the settlers of the Twelve Settlements to the newly discovered territory that, nowadays comprises the state of New Wolvers and the state of New Veronika.
The standard way to call a citizen of New Wolvers is Neo Wolverian, even though other denonyms as Farkasian, Neovlkanian and Wolveri are perfectly acceptable, albeit rare.
The current name, the "Federal Republic States of New Wolvers", was adopted following the annexation of the Killingfer island archipelago to the nation.
History
Pre-Colonization
The region that constitutes present-day New Wolvers has a rich and complex history dating back to the 1st century AD. Initially, it was settled by tribes associated with the now-extinct Thilicina tribe of the Killingferi natives. However, these early settlements were eventually abandoned for reasons that remain unknown, possibly due to a variant of malaria prevalent in the area.
Over the course of approximately 500 years, various tribes made attempts to establish settlements in the region. The Killingferi native islanders, in particular, resettled the area around 200 AD but eventually abandoned the mainland once again. Apart from the Killingferi natives, there were reports of other tribes inhabiting the mainland according to accounts from the Killingferi. Unfortunately, no evidence of these tribes has been found, leaving behind a lingering mystery that persists to this day.
The history of New Wolvers is marked by successive waves of settlement and abandonment, with different tribes and peoples making their mark on the land. The exact reasons for the repeated abandonment of settlements and the disappearance of certain tribes remain elusive, adding to the intrigue and fascination surrounding the region's past.
Though the specific details may be shrouded in uncertainty, the historical legacy of these early settlements and the mysterious tribes that once inhabited the land continue to captivate researchers and fuel ongoing investigations into the enigmatic history of New Wolvers.
Discovery and Settlement
The discovery of the land that would later be known as Champion Bay took place around 1535 when Venetian explorers reported sightings of a patch of land characterized by green pastures and a lack of settlements, except for a few abandoned houses. Initial explorations were deemed futile due to the absence of inhabitants. However, journals described the land and the bay's waters as "ideal for seeking shelter during heavy storms."
In 1548, following an unsuccessful campaign to expand its territory in mainland Europe, Karel VI the Landlocked, the king of the Kingdom of Vlkania, dispatched explorers Artur Barta and Colombo De Felici to the described bay. Their mission was to establish a new overseas territory for the kingdom, as treaties with the surrounding Holy Roman Empire prevented expansion within Europe without consequences.
In 1549, with the passing of Karel the Landlocked and the ascension of Charles VII of Gothemburg to power, the two explorers set sail from the leased territory of Rab with a fleet of five ships. The vessels carried a diverse group of British, Scottish, Bohemian, and Italian explorers and shipworkers, all seeking to settle in the newly discovered land of Champion Bay.
Arriving 67 days later, docking the five ships proved to be a formidable challenge. A thunderstorm, triggered by a hurricane, threatened the explorers on their way to the bay. Despite the ordeal, they managed to successfully dock, although one of the five ships suffered severe damage and was left to decay on Champion Beach.
Upon their arrival, the two explorers established thirteen different camps to accommodate the unfortunate individuals from the Veneta ship and others who wished to reside in the newly discovered land. This marked the beginning of colonization in the abandoned territory.
Three years into the colonization efforts, with the recognition of the Thirteen Colonies as Nova Vlkania's overseas territories, King Charles VII made a proclamation. He declared that only one of the two explorers, who were previously co-governors, could assume leadership of the newly formed overseas territory. The king cited financial constraints as the reason behind the decision, as he could not sustain two governors for a minimum of ten years.
This pivotal event shaped the early history of the Champion Bay region and laid the foundation for the establishment of Nova Vlkania's presence in the overseas territory. The trials and triumphs faced by the explorers and colonizers would continue to shape the destiny of this newfound land in the years to come.
Civil War and Exile of De Felici
Colombo De Felici and Artur Barta, upon their return to the oversea territory, found themselves engaged in a physical altercation as they vied for control of the colony. This altercation would ultimately escalate into a full-fledged civil war between the supporters of Artur Barta and those of Colombo De Felici. After six days of intense conflict, Artur Barta emerged victorious, securing his position as the governor of the oversea territory.
Following the conclusion of the civil war, Colombo De Felici faced exile at the hands of Artur Barta. He was accused of mutiny and treason, with evidence presented in the form of a journal documenting De Felici's plans to establish an independent kingdom. Consequently, De Felici was banished from the territory.
In the aftermath of his exile, a significant portion of the population that had supported Colombo De Felici's bid for governance chose to follow him. They ventured far northeast, eventually establishing a new settlement known as the Independent kingdom of Iugone in the vicinity of Mount Celauria. Over the course of three years, they further settled in the Leonardian plains, ultimately founding the settlement of San Leonardo, also referred to as Porta Leonardina.
Aftermath and expansion
After the conclusion of the civil war and the successful appointment of Artur Barta as the governor of the oversea territory, he set out to further explore the vast and uncharted lands. With the support of the people in the thirteen colonies, Barta organized an expedition group comprised of skilled explorers. This group ventured into unexplored territories, uncovering new areas ripe for settlement and development. These expeditions played a crucial role in expanding the reach of the State of New Wolvers.
Similar to the American settlers, the exploration troops consisted of individuals sponsored by various companies. These sponsors recognized the potential for growth and economic opportunities in the untapped regions of the territory. Their support allowed for the establishment of new settlements and the gradual expansion of the State of New Wolvers.
As time went on, a diverse range of ethnic groups arrived in the oversea territory of Nova Vlkania. They brought with them their unique cultures, traditions, and skills. The economy of the region began to thrive, with a focus on agricultural practices and the export of cloth. The fertile lands of the territory proved ideal for cultivating crops and raising livestock.
Additionally, hunting and cattle breeding became integral components of the economy, providing sustenance and resources for the growing population. The abundance of wildlife in the region offered opportunities for hunting, while cattle breeding ensured a steady supply of food. These economic activities contributed to the overall prosperity and self-sufficiency of the State of New Wolvers.
The arrival of different ethnic groups, coupled with the diverse economic pursuits, created a vibrant and dynamic society within the territory. The fusion of cultures and the development of key industries laid the foundation for the future growth and prosperity of the State of New Wolvers.
Fall of the Kingdom of Vlkania and Independence
In 1649, a growing discontent among the inhabitants of Nova Vlkania was fueled by a series of unfavorable political decisions made by the mainland kingdom. The imposition of taxes on Neovlkanian pelts and fur, coupled with burdensome taxes on house ownership, left the people feeling oppressed. To make matters worse, their pleas for assistance during a famine went unanswered. These grievances ignited an anti-mainland sentiment that continued to gain momentum, attracting even the support of relatives of the ruling king, Jakub I of Vlkania. The people demanded greater representation within the kingdom or the freedom to establish their own independent country.
As the movement gained traction, it grew in strength and fervor with each passing month. Finally, on January 6th, 1651, news broke that the Kingdom of Vlkania had ceased to exist and had been incorporated into the Holy Roman Empire. This development further fueled the aspirations of the Nova Vlkanian people to chart their own course.
Following the political shift, James of Camponia emerged as the king of the newly renamed territory, New Wolvers. The name change was inspired by the results of the latest census, which revealed a majority of British descent among the inhabitants. With the ascension of King James, a new era began for the people of New Wolvers, marked by their newfound autonomy and determination to shape their own destiny.
However, the reign of King James was short-lived, as he passed away just three months later. His daughter, Veronika of Camponia, along with her husband Jan Blaha of Nova Ferenc, assumed the throne. Together, they took on the responsibility of leading New Wolvers and guiding it through the challenges and opportunities that lay ahead. The transition of power brought a sense of continuity and stability to the young nation, ensuring a smooth succession and the continuation of its quest for independence and self-determination.
Dissolution of the Kingdom and Establishment of the Republic of New Wolvers
The kingdom rose of importance because of their copper and gold exports, and some new forms of industry forming in the country rising as well.
However, with the ever-growing richness of the nobility of New Wolvers, and the growth of disparity among the classes, the Neo Wolverian average society felt that having one ruler commanding everything in the kingdom was a danger to the peace and stability of the kingdom, and this feeling was amplified when in 1738 Colin I the Madman rose to power as a king following the death of his father, Marek IV the Divided.
The middle-class of New Wolvers would initially ask for the king to estabilish a constitutional monarchy, encountering hostility in the nobility initially, but with the nobility supporting the middle-class into turning the absolute kingdom into a constitutional monarchy. Encountering hostility with the king, however, the middle-class and the nobility overthrew Colin I the Madman, and a provisional republic commandeered by Captain Falco Carson was established, with the promise of establishing a constitution within three months since the creation of the provisional republic.
On date February 4th, 1742, the first constitution of the Republic of New Wolvers was written, and Luca Salimbeni was elected as the president of the newly created republic.
Annexation of New Veronika and formation of the Federation of New Wolvers-Nova Veronika
The Federation of New Wolvers-Nova Veronika emerged thirty years after the establishment of the Republic of New Wolvers. This momentous event marked a significant territorial expansion and political transformation in the region, catalyzed by the request of the Territories of Nova Veronika to be annexed to the Republic.
Background
The Territories of Nova Veronika had a unique historical context, stemming from the aftermath of the civil war of 1552 that led to its separation from the Kingdom of New Wolvers. The second-generation Neovlkanians residing in Nova Veronika expressed their desire to rejoin the Republic under certain conditions. Their proposal aimed to establish Nova Veronika as an autonomous state within the Republic of New Wolvers, thereby granting the Republic greater access to the sea and an expanded territory for settlement, including new farmlands and hunting grounds for the growing werewolf population that had made the territory their home.
The Nova Veronikagrad Agreements
On May 5th, 1772, the pivotal Nova Veronikagrad agreements were reached, leading to the dissolution of the Republic of New Wolvers and the birth of the Federation of New Wolvers-Nova Veronika. The proposal of a federation between the two republics was harbored by the president of the Republic of New Veronika Pavel Kafka, after various meetings with the President of the Republic of New Wolvers Smith Coulson. This new federation marked a remarkable fusion of two distinct regions under a unified governance structure. The Territories of Nova Veronika officially became an integral part of the Republic, retaining their unique identity as an autonomous state within the larger federation.
As a symbolic gesture of unity, Smith Coulson was appointed as the inaugural president of the Federation. His leadership symbolized continuity and served as a bridge between the two regions that had come together to form the federation.
Tragedy Strikes: The Hurricane of Berta
Merely a month after the formation of the Federation, a devastating hurricane struck the region, leaving a trail of destruction in its wake. The original capital city, Camponia, bore the brunt of the calamity, resulting in a tragic loss of 741 lives. Among the victims was the wife of President Coulson, Maria Berta, whose untimely demise deeply affected the administration and the government.
In the aftermath of the catastrophe, the decision was made to relocate the capital to the city of Juvens. To honor the memory of President Coulson's beloved wife, the city of Juvens was renamed Berta, forever etching her name in remembrance of the tragic loss.

The president of the Italic Republic, Mariangelo Carlo De Felici, a direct descendant of Colombo De Felici, the historical figure instrumental in the republic's foundation, found himself facing an overwhelming crisis. Desperate for assistance and humanitarian aid, President De Felici reached out to neighboring countries for support, with the plea for survival echoing across the region.

Touched by the profound gesture of solidarity, the people of the Italic Republic found renewed admiration for the neighbouring Federation. In the spirit of cooperation and a growing sentiment of unity, they implored President De Felici to hold a referendum on whether the Italic Republic should join the Federation of New Wolvers-Nova Veronika as an official state. The Italic Republic's population expressed their dissatisfaction with their own administration's handling of the crisis and their desire for a brighter future within the Federation.
Answering the call of the people, President De Felici agreed to hold the momentous referendum, setting the date on August 8th, 1791. When the day arrived, an overwhelming 69.21% of the population voted in favor of becoming part of New Wolvers, thereby initiating the formal procedure to integrate the Italic Republic into the Federation.
Two years later, on August 8th, 1793, the Italic Republic of Iugone officially became an integral part of the Federation of New Wolvers-Nova Veronika. The momentous occasion heralded a new chapter in the nation's history, with the Federation undergoing a significant name change to reflect its expanded boundaries and unified identity as the Federal Republic of New Wolvers.
The 19th century
The start of the year 1800 was intense, with new technologies being invented and the economic of the Federal Republic booming, New Wolvers became a major country in the world order, and a pinnacle example of pacifism.
In 1814 the Great Duchy of Pyre was facing a social dilemma and closely facing a civil war to choose as the new Dute, as Duke Carlos XXI de Fuego died without generating heirs to succeed him due to a sudden heart attack.
The Prime Minister of the country, Marcos Vidal-Alvarez, proposed to the Fuegan parliament to join the Federal Republic of New Wolvers as the third way, as a civil war would mean a national disaster for everyone.
After a vote of 42 yes, 20 no and 3 abstained, the Prime Minister sent a request to the federation, and waited an answer.
President Alessia Vitali of the Federal Republic of New Wolvers willingly accepted the Duchy as part of New Wolvers, and in 1816 the Duchy ceased to exist to become the Duchy-State of Pyre.
With the joining of the Duchy-State of Pyre, the Conservative Party of New Wolvers felt that accepting new members would hinder the equilibrium of the nation, and Sir Giovanni de Maghi, the leader of the Conservative Party, was strongly against the Duchy of Pyre to be part of New Wolvers, and resigned from the position of leader after the entry of Pyre as a state, leaving a political vacuum in the process.

The Yugonese Representation Party however pressured for New Wolvers to join the British alliance, meeting total failure to do so when the "War Act" was rejected by the President and the majority of the senate.
This rejection would only fuel the anti-neo wolverian ideology in the state of Yugo, to the point where in 1921 the YGP, along with the Partito Fascista Iugonese would win the majority of the state's seat, and plot to institute an empire instead of a Federal Republic.
In 1928, the Scare of Fuego would happen, and the coup by the YGP and the PFI would fail greatly, with the leader of the PFI, Dario Artiglieri, being killed by a discharged firegun. The scare would then be the reason of the dissolution of the Yugonese Representation Party and the Yugonese Fascist Party, and a ban on fascist ideology was taken in place.
The period between 1928-1940 would be crucial for New Wolvers, as the entire world was on the brink of another war, and any wrong political choice would mean that New Wolvers would be involved in a conflict.
Upon the death of Sir Barnabas Hale in 1935, the Autonomous Republic of Killingfer changed its name to the Autonomous Republic of Hale, in honor of Sir Barnabas Hale himself, being the first to request the british empire to let go and start the Aternian Accord.
The Red Summer of 1940
On June 1st, 1940, in a year where the Second World War was going on, the Neo Wolverian Communist Party organized a violent coup, executing the president in charge Marek Blaha under accusations of "dissatisfaction and inability by the Neo Wolverian government to free the workers and seize the means of production". The Neo Wolverian Communist Party would take charge of the parliament and place Berta Capital City in lockdown. The leader of the NWCP, Igor Vinky, would become the President of the self-proclaimed Soviet Federal Republic States of New Wolvers. The SFRSNW would however last for three months, after the Siege of Berta Capital City would occur by the hands of the Carbineers of Internal Protection in order to reinstate the legitimate government of New Wolvers, with then-vice president Kai Lombo becoming president of the Federal Republic States.
The 1950s and Present Day
The period between 1943 and 1955 is known as the "Newcoming" by many Neo Wolverians due to the influx of refugees from various war-torn countries, like the German population who inhabited Konigsberg, or Hungarian refugees who escaped the communist regime, Czechs and Slovaks escaping both the Nazi and the Communist regimes and various deserters from various armies. Some Neo Wolverian however decided to settle in the much richer Principality of Aterno as they were desperate to find a job, bringing with them the Neo Wolverian Culture
Between the years 1958-1981, the Federal Republic States invested in technology and infrastructures a lot, to the point where it risked going bankrupt in 1960.
Around 1964, major manufacturing companies, software house, and computer manufacturers established in the territory, aided by the funds of the Federal Republic States.
Such companies allowed economic growth and a growth of living age exponentially, the various species inhabiting the territory to enjoy benefits previously not available.
In 1979, a big bauxite field was discovered in the northeastern part of the state of New Veronika, thus the nation started to export bauxite, useful for aluminum manufacturing.

While not strictly necessary, werewolves are usually considered to be part of either a clan or one of the thirteen Werewolf Nations, with each nation having their own language, cultures, customs and duties. Every night of a full moon, or during emergencies, the Gaian Council is established in order to solve any issue, dispute, update or anything that any Werewolf Nation might endure. Unlike humans, werewolves do live slightly longer, with documents stating that the oldest werewolf that has ever lived in the nation died at age 322.

Being what the common citizen call Vampires or Chiros, those people are also inhabitants of New Wolvers, rumored to be originary of Transylvanian colonizers.
Usually, the vampires do not feed exclusively on blood and do not melt (or sparkle) when exposed during the day, even though they are definitely weaker under the sunlight or under exposure of heavier lights. Government
The form of government of a Semi-Presidential government, in which a president exists alongside a prime minister and a cabinet, with the latter being responsible for the legislature of a state which, in turn, the president can approve or deny a law. If a law has been denied by the president, the law has to be redone, and when presented, the president has to sign the law.
On top of that, the president has the power to suggest a law or a policy if a majority is met, which allows the president to create a law that will be examined by the constitutional court shall it be deemed undemocratic.
The President gets elected every 7 years, where new Presidential Elections will be held after the ending of the term, which can be extended three times consecutively.
Despite the name of the chambers suggesting is a monarchy, the names were kept for the sakes of historical reminiscences.

The private sector is estimated to constitute around 86% of the economy, with federal, regional, and local government accounting 14%. Unemployment is 8%, but it does not inflict upon the quality of life as the constitution grants any help for a dignified life to any citizen.
New Wolvers is a big exporter of bauxite, computer parts, experimental equipment, alcoholic drinks, software and consumable goods. The EURONAT, formerly known as the European Union, and the Universal Pact are the two major trading partners of the country, having treaties and membership to both.
Information Technology is the largest sector of the country, along with mining, manufacturing, livestock, and gambling. Agriculture and automotive are other important drivers of the Neo Wolverian economy, despite not being a nation famous for its car brands.
Culture
Being a former European colony, and having an open borders policy, New Wolvers is considered a western country, which derived from European cultural costumes and uses.

Being also a vast country with various cultures, it is impossible to list what the national food, rather it changes from state to state, with mixture between these states.
The national dish of the country has been rumored to be the "Founders' Pizza", an slab made of pure meat, tomato sauce, cheese, topped with ground venison meat. Despite the name, it was originally created in 1966 by Ulfrico De Agostini in a challenge for his restaurant, and was seen ordered by various werewolf leaders and VIP.

By the constitution, the healthcare provided by New Wolvers is free, and no profits are allowed for healthcare.
The Neo Wolverian hospitals are one of the most efficient hospitals in the Utopian continent, as the University Hospitals are known to use experimental safe drugs to various patients, and The Neo Wolverian Healthcare system is provided to Neo Wolverian citizens, UP citizens, EURONAT citizens, and allied nations' citizens through the Federal Healthcare System on a state basis.
Surgeries and hospitalization provided by public hospitals or by conventioned private ones are completely free of charge for everyone, regardless of their income. For planned surgeries however waiting times can be up to many days, especially in the big cities, but with guarantees of health and temporary benefits, people are not bothered by the waiting.
