Juwari's origins date back to the [[Bayarid Empire]], when the earlier tribes of Mankut people had settled in the present city of [[Welesi]]. The Bayarid Empire was in it's ascendancy, and the Mankut Confederacy was briefly created to defend the interests of the Mankut peoples in the face of the Bayarids. Early contact led to a singular, decisive battle at Welesi, where the Mankut Confederacy won a Pyrrhic victory through the use of the nearby Ukai Mountains. This victory left the Confederacy of Tribes unwilling to continue a prolonged struggle, and so offered to become honoured vassals of the Bayarid Great Khan, which was accepted in a formal ceremony. The Mankuts were then governed by local representatives in tandem with the Khagan's female administrators, to great effect. The Mankuts grew to respect the Bayarid's system of governance, striving to remain distinct as a people while being loyal. The Mankuts would develop effective farming tools in this time,  making them influential in deciding whom the next Khagan would be, and if his rule would be successful in the far east. Many Juwari men became Avakhjad in the Khanate, while women from Juwari were elevated into either administrative roles, local deification, and the most beautiful, sent to the Great Khagan himself as concubines and wives.
