It rotates every five years among the member states of the Asterian Forum for Development and Cooperation.
 
The Secretary-General's main responsibilities are to represent the Asterian Forum for Development and Cooperation as an equivalent to the {{wp|head of state}}, as well as being the {{wp|chief administrative officer}} of the Asterian Forum for Development and Cooperation. He also presides over the [[Executive Council of the Asterian Forum for Development|Executive Council]], which meets twice a year, and is made up of the {{wp|head of government|heads of government}} of the member states of the Asterian Forum for Development.
