Suchet did not include any red in the flag design as he claimed that "no Surrowese blood has ever been spilled in any war."

The Lemovician Entity had its origins in the negotiations leading to the [[Alikianos Accords]] which ended the [[Lemovician Civil War]]: during the negotiations between the [[Lemovicia|Lemovician government]] led by [[Saroi Garnica]], the [[Liberal Democratic Party (Lemovicia)|opposition forces]] led by [[Otxote Sasiambarrena]], and the [[Miersan Entity|Miersan separatists]] led by [[Izydor Domzalski]], the Miersan separatists demanded that the Miersans preserve their autonomy to ensure that the culture of the {{wp|Polish people|Miersans}} would be protected from another regime like Garnica's.


Saroi Garnica opposed the proposal by the Miersans, arguing that it would lead to the disintegration of the country, while also making it unfair for Lemovicians as having Miersan autonomy, in conjunction with the demographic majority of the Miersan community would put the [[Lemovician people|ethnic Lemovician]] minority at danger of being as repressed by a Miersan-majority government.
However, per the [[Constitution of Surrow]], the green is meant to symbolise Surrow's {{wp|krummholz|tuckamore}} forests that cover much of [[Holcot Island]], the white is meant to symbolise the long winters that Surrow experiences, the cross is meant to symbolise Surrow's democratic traditions, and the Big Dipper is meant to represent Surrow's geographic position as the northernmost nation of [[Maurceania Major]].


In response, Otxote Sasiambarrena proposed the establishment of the Lemovician Entity, which would have the same powers as the Miersan Entity, so to ensure that ethnic Lemovicians would be able to exercise the same cultural protections as the Miersan Entity. This suggestion was accepted by all sides, leading to the consequence that when the Alikianos Accords was signed on 22 June, 1992, the Lemovician Entity was established.

The first Surrowese flag was adopted in 1859, when the Rythenean government granted the Colony of Surrow the right to have its own {{wp|civil ensign}} to be used by Surrowese civilian boats. The Surrowese red ensign is comprised of the Rythenean {{wp|red ensign}}, with the Rythenean flag in the canton, and the [[Coat of arms of Surrow|colonial seal]], comprised of the shield of the [[Coat of arms of Surrow|Surrowese coat of arms]] surrounded by the text "Colony of the Surrow Islands" on a white disk in the fly half.

In 2008, as a result of the 2005 recession's lingering effects on Lemovicia, [[Seniko Urdiaga]] was voted out as Chief Executive, and was succeeded by [[Socialist Party (Lemovicia)|Socialist]] [[Azkar Inchaurdieta]]. Under Inchaurdieta's tenure as Chief Executive, he sought to set up a welfare state, much like the federal Socialist government which was in power. However, Inchaurdieta's tax and spend policies proved unpopular among the population of the Lemovician Entity, leading to him being voted out in 2012.

He also sought to institute tax breaks for corporations to establish themselves in the Lemovician Entity.

As of the 2017 census, the Lemovician Entity is home to 859,813 people, or just over a third of the population of [[Lemovicia]].
 
Ethnically, the largest ethnic group inhabiting the Lemovician Entity are [[Lemovician people|Lemovicians]], numbering 755,545 people, or about 87.8% of the population. The next largest group are the {{wp|Polish people|Miersans}}, number 79,242 people, or around 9.2% of the population, are {{wp|Polish people|ethnic Miersans}}, of whom most of them live in [[Topagunea]]. Lastly, 25,026 people, or around three percent of the population, come from other ethnic groups.

The flag of Surrow is the national flag of Surrow. Designed in 1891 by Ervin Suchet, it was adopted in 1916 after Surrow gained full self-government from Rythene by the Surrowese Parliament the previous year over the red ensign previously used until 1916, or Joerg Angstroem's tricolor, and retained its status as Surrow's flag after its independence from Rythene in 1950.
