The Constituent States of Ossoria form the highest administrative subdivision of the High Kingdom. Each Kingdom holds administrative jurisdiction over a defined geographic territory and shares sovereignty with the High Kingdom. Each Kingdom retains its own Royal Family, regalia, and maintains a [[Ossorian Home Guard|limited reserve military]] under the overall jurisdiction of the [[Ossorian Armed Forces|Royal Armed Forces]].

Because of this, their residents are considered full Ossorian citizens and granted the same rights and privileges as the residents of a Kingdom.

According to the accepted reading of the treaties which form the legal foundation of the High Kingdom, the States and the High Kingdom are each sovereign jurisdictions, with their own internal legal codes, royal families, legislatures, courts, and defense forces. These treaties delineate the areas of authority ceded and retained by the two levels of government and have been periodically updated and revised over the centuries to reflect changes in society as well as domestic and international circumstances. The High Kingdom of Ossoria is a federal monarchy consisting of 17 constituent states: ten Kingdoms, four Principalities, one Republic, one Confederacy, and one City-state.
