The war was inconclusive, but set the two states on the road to the [[War in the Heavens]], which broke out in 2910 CE and was far more destructive than its predecessor. The '''Neeves''' are one of the largest and tallest mountain ranges in [[Euclea]], with the height of the range seocnd only to the [[Aventine Mountains|Aventines]]. The mountains span across northern Euclea, stretching approximately 1,030 km (644 mi) through five countries; [[Alsland]], [[Borland (Kylaris)|Borland]], [[Estmere]], [[Kirenia]] and [[Werania]].
 
The mountain range has had a significant effect on the climate and history of northern Euclea. Lands to the south of the range, such as [[Estmere#Geography|Estmerish Highlands]], are significantly drier, as they are within the {{wp|rain shadow}} of the Neeves. As a major barrier to movement, the range has been a natural border for centuries; forming part of the northern border of the [[Solarian Empire]] and acting as a major southern boundary to the [[Rudolphine Confederation]]. In modern history, the Neeves allowed for [[Counties of Estmere|Longwoodshire]] to resist the [[Functionalist Gaullica|Gaullican advance]] during the [[Great War (Kylaris)|Great War]].
 
There has also been significant human habitation of the Neeves, dating back to at least the {{wp|Paleolithic}}. These inhabitants have embraced cultures unique to those living in the surrounding areas; and this has persisted into contemporary times. The {{wp|by-election}} was caused by the death of [[Sotirian Democratic Union|David Johnson]] on 7 May 1982, who had been elected on behalf of the [[Sotirian Democratic Union]] as the [[Parliament of Estmere|Member of Parliament]] for [[Parliament of Estmere#Constituencies|Shoreham]] less than a year prior.
 
The seat was traditionally an SDU-[[Radical Liberals (Estmere)|Radical Liberal]] (and later [[Reform Party]]) marginal, but the approval of a new nuclear power plant near the seat (approved by the previous SDU government and upheld by the new Reform government) majorly shifted the balance of power in the seat. The local {{wp|anti-nuclear movement}} became a major factor, and the power plant itself became a major issue in the campaign. The [[Greens (Estmere)|Greens]] were able to flex their anti-nuclear credentials and act as a {{wp|protest vote}} for both liberal and conservative voters in the seat.

The '''2021 Reform Party leadership election''' was held between 22 July and 2 August 2021 to elect a new leader of the [[Reform Party]], after previous leader [[Esther Bennett]] resigned following the poor performance of the party in the [[2021 Estmerish general election|2021 general election]].
 
A number of party members initially made known that they were interested in standing for the leadership. Former cabinet ministers [[Andrew Sinclair]], [[Roseline Perrier]], [[Nicola Ramsey]] and [[Marjanne Sudermann]] all put themselves forward for the leadership. On 12 July, party backbencher [[Jim Reynolds]] announced his intention to stand for the leadership as a unity candidate. Sinclair, Ramsey and Perrier withdrew and endorsed Reynolds.
 
Nominations closed on 18 July, with Reynolds and Sudermann as the only candidates. The final ballot saw Reynolds secure 72.8% of votes from the party membership, and he was declared as the new leader of the party on 2 August.

The [[Reform Party]] had been led by [[Esther Bennett]] since her election as leader in October 2014. Bennett had succeeded former [[Prime Minister of Estmere|Prime Minister]] [[Daniel Hawkins]]. She sought to lead the party back to power in the [[2016 Estmerish general election|2016 general election]], but was instead forced to sign a coalition deal with the [[Sotirian Democratic Union]], her party's historic rivals.
 
Bennett served as [[Cabinet of Estmere|Deputy Prime Minister]] and [[Cabinet of Estmere|Foreign Secretary]] from 2016 until 2021, with a number of other high-ranking Reform politicians serving in a number of roles in the [[Cabinet of Estmere|cabinet]], first under [[Richard Graham]] and then under [[Reginald Wilton-Smyth]]. ==Campaign==
 
The first candidate to self-nominate for the position was [[Roseline Perrier]], who announced her intention on 2 July. As former [[Cabinet of Estmere|Euclean Secretary]], Perrier said that her leadership would focus on "open, liberal leadership" and a "firm committment" to the [[Euclean Community]]. On 3 July, [[Marjanne Sudermann]] announced her candidacy. Sudermann is an ethnic {{wp|Low German|Aldman}}, arguably one of the most high-profile Aldmans in Estmerish politics, and former [[Cabinet of Estmere|Equalities Secretary]]. She claimed that protecting the rights of linguistic and ethnic minorities would form a key pillar to her leadership.
 
Party deputy leader and former [[Cabinet of Estmere|Justice Secretary]] [[Andrew Sinclair]] put himself forward on 4 July, as the "moderate, free-thinking" alternative with "experience to spare". He was followed by [[Nicola Ramsey]], the former [[Cabinet of Estmere|Labour and Business Secretary]], on 7 July, who had previously explored Reform's options with entering coalition with the [[Social Democratic and Co-operative Party|SDCP]], and is considered to be on the party's left.

The Justicial State (Meshor’ephem.png, tr. Meshor’ephem), also known simply as the Justiciary, is an Aleph plus hyperpower centred in the galactic core of the Milky Way. The Justiciary spans innumerable star systems and thousands of worlds. The Justiciary shares interstellar wind connections with [list]. The largest worlds are the Seven Spheres, the shared homeworlds of the Halephem, while the capital is Meshor'nesphy.

The Justiciary is home to hundreds of billions of souls, and it is the second-most populous polity in the known universe. It is a multispecies empire is committed to the rule of law and the concept of legal justice, guided and united by the founding philosophy of Meshorism, and governed as a unitary kritocratic constitutional republic. As the founding species of the State, the Halephem and Charians both play a leading role. The Halephem are considered dominant in the political and cultural spheres, with the Haleph language official in all but name, while the Charians exercise disproportionate influence in the armed forces.

The state can trace its origins to the rich tradition of Meshorism in the late Haleph Monarchy, with the tradition emerging in response to the Desolation of Nephenoch in 1517 CE. The desolation and the rise of Meshorism led to the overthrow of the Monarchy in 1526 CE and its replacement with the Haleph Judiciate. The Halephem made first contact with the Charians in 1647 CE, and it was after this first contact that Charlid I Charlidkin adopted the tenets of Meshorism and united Old Char under the Charian Order through the Charlidian Crusade. In 1692 CE, Charlid I signed the Ascension Accords alongside Neshaqov bin'Shasher of the Judiciate, formally uniting the two polities into the modern day Justiciary.

In 2645 CE, psionic activity in the Schitzon Gulf dropped to navigable levels, which ended the blockage of swathes of windways in the Justicial hinterlands. Exploration of these windways led to first contact with the United Planets, which resulted in 2663 CE in the Cordial War between the Justiciary and the Ternary Alliance. The war was inconclusive, but set the two states on the road to the War in the Heavens, which broke out in 2910 CE and was far more destructive than its predecessor. The war only came to an end in 2916 CE with the Peace of Amity, which halted the conflict and saw the foundation of the Galactic Council to mediate future disputes. Despite this, enmity with the United Planets remains strong, and relations are still seen through the prism of the Eternal Struggle.
