Issue regarding to possible establishment of spoiler?

I am curious in how to establish a spoiler through here that can be used for information box in this website if possible since I couldn't find it but I did have a go in checking out other information boxes through Wikipedia in doing so but to no avail could I find the correct formula in doing so. As an example; I hope to use it for the ethnic groups' section in the information box. I am wondering whether it is to do with the template or whether it doesn't do it through here...

Reporting a user for persistent vandalism

DUTSLAND recently logged into their account for the sole purpose of vandalising Ostrov. (I've undone the vandalism.) Their other three contributions to IIWiki, in 2021-22, also serve no purpose other than to vandalise other people's articles. Vandalism, namely to edit pages "for the sole purpose of antagonizing users or readers or otherwise... for the purpose of malicious activity or intent," is banned under the IIWiki Standards.

The Standards and Conventions also say that most accounts that are permanently banned are "either new or deliberately editing maliciously, vandalizing, submitting illegal content, or submitting pornographic content." DUTSLAND has done absolutely nothing, in their multiple years on the site, other than vandalise other people's articles.

I am therefore asking that action be taken against DUTSLAND, the user. Note that I am not requesting an article deletion.
