The Proto-Master was the highest-ranking magical girl in Magia Regnum, responsible for leading the nation and overseeing its government. The Proto-Master served as both a political and military leader, commanding the magical girl army and making important decisions for the nation. The role of Proto-Master was established after the War of the City-States, as a way to consolidate power in the hands of the magical girls and establish a new government. The Proto-Master was chosen through a process of consensus through a show of strength and served for life, or until they were no longer able to fulfill their duties.

Despite criticisms of her leadership style, Emi's policies and reforms laid the foundation for the development of a strong, unified Magia Regnum. Her focus on military strength and the empowerment of magical girls allowed the nation to become a formidable force in the region, able to defend itself against outside threats and project its power beyond its borders. The new magical academy, which Emi oversaw, produced skilled and powerful magical girls who became key players in Magia Regnum's defense and expansion. However, Emi was criticized for her authoritarian tendencies and her willingness to use force to achieve her goals. Her rule was characterized by a strict hierarchy that favored the strongest and most powerful magical girls, and she was often accused of neglecting the needs of the weaker members of society.
Shig Date "Shinging Light" (TBA – 995)
	Lux 11, 894	Novus 30, 995	100 years, 293 days	Shig Date believed that the hierarchical structure of the magical girl society was necessary for the continued success of the nation. Shig worked to reinforce the notion that the strongest and most powerful magical girls deserved to hold the most prestigious and influential positions in the government and military. This led to increased discrimination against weaker or less powerful magical girls, who were often overlooked or marginalized in favor of their stronger counterparts. Shig's policies were controversial and unpopular among many of the citizens of Magia Regnum, particularly those who felt that they were being unfairly excluded from opportunities and positions of power. However, her supporters praised her for her commitment to maintaining order and stability in the nation, and for her belief that a strong, centralized government was necessary for the protection of all citizens. Despite the controversy surrounding her policies, Shig was a highly effective leader who oversaw a period of continued growth and expansion for Magia Regnum.
Fukuda Maki "Prime Nebula" (TBA – 1053)
	Novus 30, 995	Audax 01, 1053	58 years, 154 days	Fukuda was a new generation of magical girl who believed in the rule of strength and hierarchy but also saw the importance of increasing opportunities for power and success. Fukuda worked to expand the magical academy and provide better training and resources for all magical girls, regardless of their social status or background. She also worked to increase the opportunities for lower-ranking magical girls to rise through the ranks and attain positions of power and influence within the government. Under Fukuda's leadership, the class divide in Magia Regnum was still apparent, but there were more opportunities for upward mobility and success for those who were willing to work hard and prove their strength and abilities. However, her policies were widely unpopular with the ruling class and in 1053 Fukuda was the first - and so far the only - executive leader in Magia Regnum to be assassinated.
Tsutsumi Yumiko "Golden Sun" (TBA – 1155)

She aimed to bring back the "old values" of the original city-states, which meant a strict hierarchy and limited opportunities for movement between social classes. Tsutsumi's rule was marked by her heavy-handed tactics, including harsh punishments for even minor offenses and an emphasis on loyalty and obedience. She believed that the magical girls of Magia Regnum should be feared and respected, and she worked to ensure that they held all the power in the nation. Despite her oppressive rule, Tsutsumi was able to maintain a stable government and even expanded the nation's borders during her reign.
Matsuno Kame "Dancing Star" (TBA – 1233)

Matsuno believed that those who proved themselves could rise in the social hierarchy, regardless of their birth status. She implemented policies that allowed for easier movement between social classes, as long as individuals could demonstrate their worth through their magical abilities and contributions to society. Under Matsuno's leadership, Magia Regnum experienced a period with advancements in magic and technology. She also encouraged greater collaboration between magical girls and non-magical individuals, leading to a more integrated and harmonious society.
Miyasaki Megumi "Sapphire Fox" (TBA – 1300)
	Florentina 04, 1233	Umbra 24, 1300	67 years, 25 days	Miyasaki's reign was marked by a significant shift towards a more egalitarian society. She believed in breaking down the barriers that separated magical girls into different social classes and worked to create a more unified and equal society. Under her leadership, the old system of social classes was dismantled, and magical girls were judged solely on their individual merits and abilities. However, it should be noted that despite Miyasaki's efforts, the remnants of the social classes still persisted in some form due to societal stigma and biases. Despite this, her reign was seen as a significant step forward towards a more equal society for all magical girls.
Masaki Fuji "Horizon Breaker" (TBA – 1422)
	Umbra 24, 1300	Virdis 14, 1326	26 years, 143 days	Masaki was a pioneer in reform which saw the government transition away from what was effectively a military dictatorship and the abolishment of the class system. The Tsuyoi-Mono was split into an executive council based on consensus membership rather than magical prowess which came to be known as the Gaidansu as well as handing over legislative control to a new organization known as the Tate-Shōsū which saw to membership based on elections. In 1326 Horizon Breaker saw to even more devolution of her power when the military authority was transfered to the new Seigi Kaikan and finally to the dissolving of the position of the Proto-Master and transitioning to a new position which would come to be known as the Haimajika.
