The Haimajika (Magia:ハイマジカ, High Magica) of Magia Regnum, officially known as the Haimajika of the Realm, is the executive leader as well as the most senior position in Magia Regnum. The Haimajika is the only individual who is able to speak with the Ōrumaiti on a regular basis and is invested with significant religious influence and domestic policymaking. The Haimajika also represents the Ōrumaiti to its own people, and represents the nation to the rest of Sparkalia. The Haimajika also fulfills many ceremonial duties mostly dedicated to the Ōrumaiti.

History

Before 1326 Magia Regnum was ruled under a Theocractic Kraterocracy which favored the strongest magical girls over anything else. This was due to the fact that for many years since the bond between the Ōrumaiti and Magia Regnum the Ōrumaiti herself was dormant; only granting power to a small minority of the realm. This lead to an elitist hierarchy system which put those who received power on top. The high authority rested in the office of the Proto-Master (Magian:プロトマスター Puroto Masutā) a military-like position which saw complete executive and military control of the nation. The Proto-Master was accompanied by a hand picked council known as the Tsuyoi-Mono (Magian:強いもの) which engaged in a mostly consensus process to oversee the nation. Under this, a strict class system was introduced which saw the Proto-Master and the strongest of magical girls, known as the Nyūsen ("Magian:入選), at the top, followed by the warrior-caste of magical girl fighters known as the Sentō-in (Magian:戦闘員), with those of non-magical or otherwise weak ability ranking below known as the Saiki no nai (Magian:才気のない). The government banned most foreigners under the isolationist policies which only favored magical girls and forbid anyone not of a magical class.

In the start of the 1300s, after the build up of the Ōrumaiti's strength she began to take a more central role in the affairs of the state. Likewise, more and more magical girls were being created with lead to a breakdown of the strict class system. This introduced a Renaissance in Magia Regnum where national focus moved from magical arms to the study and appreciation magic as well as a peaceful display of the Ōrumaiti's divine gifts in their daily lives. The current Proto-Master at the time, Masaki Fuji, known as the Magical Girl "Horizon Breaker", was a pioneer in reform which saw the government transition away from what was effectively a military dictatorship and the abolishment of the class system. The Tsuyoi-Mono was split into an executive council based on consensus membership rather than magical prowess which came to be known as the Gaidansu as well as handing over legislative control to a new organization known as the Tate-Shōsū which saw to membership based on elections. In 1326 Horizon Breaker saw to even more devolution of her power when the military authority was transfered to the new Seigi Kaikan and finally to the dissolving of the position of the Proto-Master and transitioning to a new position which would come to be known as the Haimajika.

Appointment

The Haimajika is chosen among those of the Gaidansu who, in the eyes of the Ōrumaiti, represents the purest and most ideal magical girl as well as the one who has the most aptitude to hear and communicate with the Ōrumaiti. The Haimajika serves until either disability, death, or unforeseen circumstances otherwise depose of them. When a new Haimajika is chosen, the members of the Gaidansu will meditate in insolation until the Ōrumaiti reveals herself to the one chosen. Typically this is a member of the Gaidansu, but it is not unheard of for the Ōrumaiti to call upon a worthy magical girl from beyond the organization. Once the Ōrumaiti has chosen a new Haimajika, a special ceremony is held to mark the occasion. The ceremony is attended by members of the Gaidansu as well as other important figures from the magical girl community. During the ceremony, the new Haimajika is officially recognized and given a special set of robes and accessories that signify their role.

As the chosen one, the Haimajika is responsible for maintaining a strong connection with the Ōrumaiti and using her magical powers to protect and serve the people of her community. She is highly respected by the members of the Gaidansu and is seen as a spiritual leader and guide. In addition to her magical abilities, the Haimajika is expected to possess other important qualities such as wisdom, compassion, and courage. She must be able to make wise decisions, provide guidance to those in need, and defend her people against any threats that may arise.

Role

Official office and residence

Located near the Shinseina-ro building, the Office of the Haimajika is called the Sentaku mēkā. The proximity of the office gives the Haimajika both access to the rest of the Kotoba as well as the Ōrumaiti directly as she regularly communicates with her. The residence of the Haimajika and the Sentaku are linked by a walkway.
