Governance

In Hverland, settlements are organized into categories (býliflokkun): capitals, cities, towns, and villages, each with distinct governance structures tailored to their size and administrative requirements. All settlements, regardless of size, directly elect their council members. Capitals and cities distinguish themselves by allowing citizens to also elect a mayor and ombudsman. Hverhöfn, the only capital, is governed by a council of 31 members along with a mayor and ombudsman elected separately by its residents. Cities are managed by a 15-member council, with mayors also elected directly by residents.

Towns and villages, however, adopt a consensus democracy approach to leadership. Towns are governed by a 7-member council, while villages operate under a 3-member council. In these smaller settlements, the position of mayor does not exist officially. Instead, the role is akin to a "Primus inter pares" (first among equals), with the council members themselves selecting one among them to fulfill mayoral duties. This selection is rotational, adhering to a convention that sees the mayoral responsibilities shift annually.

While Hverland's settlements do not possess police or legislative authority, they hold the power to enact local ordinances, particularly regarding traffic and parking enforcement. As legal entities, settlements have the capacity to engage in legal proceedings within administrative courts. Operating independently of a strict local state hierarchy, except for judicial review concerning administrative law compliance, Hverland's settlements enjoy a significant degree of autonomy. They collaborate regionally, with state agencies extending their services across these regions to address employment, economy, transport, and environmental concerns.
