The Organization of Tyrannic Nations (OTN) is an intergovernmental organization formed to promote international co-operation and to maintain international order among the nations of Tyran. The Organization is headquartered in the Tyrannic District of the city of Kenlis, where it enjoys extraterritoriality over the district. The organization is financed by assessed and voluntary contributions from its member states. Its mission includes the maintenance of international peace and security, promoting human rights, encouraging social and economic development, and providing humanitarian aid in cases of natural disaster and armed conflict. The Organization is the largest, most internationally represented and most powerful intergovernmental organisation in Tyran.

History

Structure

The Organization is based on five principal bodies: the General Assembly, the Security Council, the Economic Council, the International Court, and the Secretariat.

General Assembly

The General Assembly is the main deliberative body of the OTN. Composed of all OTN member states, the Assembly meets in regular quarterly sessions, but emergency sessions can also be called as deemed necessary. Every member state may appoint up to five representatives to the Assembly, but each state only gets one vote to cast in all decisions that come before the Assembly. Voting on topics such as the Organizations' budget and membership are decided by a three-fifths majority of states present and voting, while all other matters are decided by simple majority. Assembly resolutions, with the exception of budgetary decisions, are not binding on the Organization's member states. The Assembly is led by a president, elected from among the member states for a four-year term.

Security Council

The Security Council is the body charged with safeguarding international peace and security among the nations of Tyran. Of all the Organization's bodies, only the Security Council is empowered to make binding decisions that the Organization's member states are obligated to carry out on the Organization's behalf. Any binding resolution adopted by the Council requires the affirmative votes of at least eight member states, three of which must be permanent members, in order to pass.

The Security Council is made up of fourteen member states, consisting of five permanent members — the Kingdom of Acrea, the Kingdom of Cacerta, the High Kingdom of Ossoria, and the Empire of Svinia — and six non-permanent members elected for three-year terms by the General Assembly, commonly one from each continental region.

Economic Council

The Economic Council is the body responsible for assisting the Organization and its member states in promoting and facilitating economic development and cooperation.

International Court

The International Court is the primary judicial body of the OTN. The Court is composed of 15 judges who serve 9-year terms. A third of the Court is selected every 3 years by the General Assembly and every sitting judge must be from a different member state. The Court's primary purpose is to adjudicate disputes among member states in accordance with international law and the Organizations' Charter. The Court may also provide advisory opinions at the request of another body of the Organization.

Secretariat

The OTN Secretariat is headed by the Secretary-General, and is composed of an international staff of civil servants. It has a very broad area of responsibility as the Secretariat is the body charged with the day-to-day operation and administration of the Organization's various initiatives, operations and programs. The principle task of the Secretariat is the gathering and provision of studies, information, facilities, and other resources needed by OTN bodies for their own operations. Additionally, the Secretariat is specifically charged with administering peacekeeping operations, organizing international conferences, and consulting with member governments regarding various initiatives.

The Secretary-General acts as the Organization's chief administrative officer and is the de-facto spokesperson, leader, diplomat, and mediator for the Organization of Tyrannic Nations as a whole. To this end, the Secretary-General is empowered to bring any matter which may threaten international peace and security to the attention of the Security Council.
