The chancellor of city affairs, officially the chancellor of city affairs and intercity affairs for the Free City of Heavenfall, also referred to as the chancellor of Heavenfall, is the head of government of Heavenfall. The chancellor advises the president regarding congressional matters and is in charge of enforcing intercity policies. The chancellor is appointed by the president with approval of Congress. By convention, the chancellor is a member of the House of Assembly.
The modern office of chancellor succeeded the weaker offices of secretary of city affairs and secretary of intercity affairs, which themselves succeeded the stronger office of chancellor of Heavenfall.
