The Congress of the Free City of Heavenfall is the bicameral legislature of Heavenfall. It is composed of an upper body, the House of Owls, and a lower body, the House of Assembly. It meets in Angel's Dome in Highsea, with the Assembly gathering on floors 400 to 445 and the Owls gathering on floors 445 to 450. Assemblymembers are directly elected under an additional member system, and Owls are appointed by various bodies. Congress has 10,070 members: 32 Owls and 10,038 assemblymembers. The Heavenfall Chancellor of City Affairs is granted a tie-breaking vote in both chambers, in addition to their regular vote in the House of Assembly.
