Louwrens Frans Harald Hovenier (born 19 February 1942) is an Atmoran politician who has been serving as the current chancellor of Atmora since 16 December 2016. Hovenier is a member of the Liberals and has served as leader of the Liberals since 19 March 2015. Previously serving as Minister of Justice from 1995 to 2000 under Chancellor Edward Campbell. Along with as Shadow Minister for Foreign Affairs from 2000 to 2010 and Shadow Vice Chancellor from 2010 to 2015.
Following the Voshan invasion of Atmora on 14 December 2016 and the vote of no confidence in the Hresvelg government by the House of Representatives. On 16 December 2016, Hovenier formed caretaker government with the Christian Union, New Democratic Party, and the Social Democratic Worker's Party to handle the Atmoran war effort.
As Chancellor, Hovenier has had to deal with the Fourth Voshan War and foreign policy blunders of the Hresvelg government. Facing criticism from the World Justice Court and Batavian President Laurens Oudehinkel aggressive response to the Voshan invasion. Hovenier and Foreign Minister Harald van der Leeuw reached an armastice with the Vozh on 28 December 2016 with the Chervyen Armastice.
