Louwrens Frans Harald Hovenier (born 19 February 1942) is an Atmoran politician who has been serving as the current chancellor of Atmora since 16 December 2016. Hovenier is a member of the Liberals and has served as leader of the Liberals since 19 March 2015. Previously serving as Minister of Justice from 1995 to 2000 under Chancellor Edward Campbell. Along with as Shadow Minister for Foreign Affairs from 2000 to 2010 and Shadow Vice Chancellor from 2010 to 2015.

Following the Voshan invasion of Atmora on 14 December 2016 and the vote of no confidence in the Hresvelg government by the House of Representatives. On 16 December 2016, Hovenier formed caretaker government with the Christian Union, New Democratic Party, and the Social Democratic Worker's Party to handle the Atmoran war effort.

As Chancellor, Hovenier has had to deal with the Fourth Voshan War and foreign policy blunders of the Hresvelg government. Facing criticism from the World Justice Court and Batavian President Laurens Oudehinkel aggressive response to the Voshan invasion. Hovenier and Foreign Minister Harald van der Leeuw reached an armastice with the Vozh on 28 December 2016 with the Chervyen Armastice.

Following the collapse of the government of Lysithea van Hresvelg in 2016. Hovenier advocated the end of the Fourth Voshan War and peace with Vozh. The stipulates that the Vozhan government leaves Atmoran territory. While wishing for peace between Atmora and Vozh, Hovenier has given directives to the Atmoran Armed Forces to continue resisting the Vozhan invasion of Atmora. Hovenier, under Defence Directive No. 387, has stated the Atmoran military and paramilitary forces are prohibited from waging war within Vozhan soil. In contrast, the directive does not stipulate that Royal Atmoran Air Force and Royal Atmoran Navy are prohibited from launching strikes into Vozh. It does prohibit the Atmoran Army, National Marechaussee, and the Ministry of State Security from operating within Vozh entirely.

Hovenier, supportive of the Halkeginian Union since its inception and formation under the Chancellorship of Lysithea van Hresvelg. Believes in supporting the regional stability and economic prosperity of the Halkeginian Sea region, the Halkeginian Union is instrumental. Hovenier has echoed the calls by Hresvelg to limit Atmoran voting power within the proposed Halkeginian Parliament in a disapportionate voting system that would give more voting powers to countries like Treseymia. To further limit perceived Atmoran influence, Hovenier has pushed for the Halkeginian Union headquarters to not be in the Atmoran Confederation.

Initially supportive of the World Justice Court, believing it would champion international justice. Following the 2016 Vozhan invasion and the WJC's silence on Vozh's crimes against peace and critical of Atmora's right to self-defence. Hovenier has stated that while the WJC can be a champion for good, at this time, it seems the WJC has failed the Atmoran Confederation in its silence on Vozhan crimes against peace. Hovenier has sent Senior Lieutenant Henri Heuker and Senior Lieutenant Walter Spaling to coöperate with the WJC on the WJC investigations of war crimes following the Atmoran bombing campaign. Hovenier has expressed discontent with the WJC's rulings on Uladzimir Adamchik murder of Atmoran Sergeant Jonathan van der Linde. He called the WJC's rulings too lenient, a sentiment echoed by his Vozhan counterparts.

Hovenier has called for a detente with Aravea stating it will promote global peace. Rolling back the brinkmanship and tensions of the 2016 Ghelen border conflict. Hovenier, in a call with Ghelen President Örjan Holmgren, has stated that Atmora will be pulling military support from Ghelen. Hovenier has echoed his concerns with Aravean Chancellor Anton Derfflinger on the Ghelen crisis. Expressing his support for a referendum in which the people of Ghelen can decide to remain independent or rejoin the Aravean Union.
