Gerhard Mahler (2 January 1933 - 25 October 2013) was a Besmenian politican and diplomat. He was from 1997 to 2003 the 9th President of Besmenia. Earlier he served as first Secretary-General of the Alliance of Nortuan States from 1989 to 1995, and from 1980 to 1989 as foreign minister of Besmenia.
Early life and Education
Political career

First Secretary-General of the Alliance of Nortuan States (1989-1995)
Before signing the ANS charter, the heads of state and government of the five founding states had agreed on Mahler for the office of secretary-general. On June 1, 1989 Mahler was appointed as the first Secretary-General of the Alliance of Nortuan States.
During his time as General-Secretary, or "Supreme Nortuan" as some referred to him, Mahler made many trips to Nortuan countries to promote the ANS. until his end of office in 1995, Utobania, Kyti, Tine, New Anea and Ivite joined the ANS. Mahler also visited many countries outside of Nortua in order to establish political and economic relations with the ANS there.
1997 presidential campain
After the end of his tenure as General-Secretary of the ANS, there was speculation that Mahler would return to Besmenian politics. After it had been quiet around Mahler for a long time, the SDU nominated him in August 1996 as their candidate for the 1997 Besmenian presidential election. In the first run-off election on February 23, 1997, Mahler received 42.1% of the votes and thus the most. In the second run-off election on March 9, 1997, he ran against the FBBP-candidate then Summingian governor and future prime minister Ursula Kummstein. Mahler won the presidential election with 53.6% of the vote.
Presidency (1997-2003)
Gerhard Mahler was sworn in on April 5, 1997 by the Federal Assembly in the Federal Chamber. As Federal President, Mahler was one of the most popular politicians in Besmenia. In an opinion poll from 2001, he was able to enjoy significantly higher approval ratings than Erik Tautenbach and Ursula Kummstein.
