Schulz was born in Könlenz. At the age of 20, Schulz entered the World War in 1952 and was involved as an East Besmenian soldier in the Battle of Pachian. When Schulz returned to East Besmenia in December 1954, he began studying law at the University of Könlenz in 1955, which he successfully completed after seven semesters in 1959 with the first state examination in law. After the snap election in September 1981, Schulz remained in the office.
In the course of the 1985 Besmenian presidential election, Schulz was nominated as the joint candidate of the FBBP and SDU. Schulz received the most votes with 37.8% in the first ballot. In the second ballot, he won the election with 60.5%. He was sworn in as the 8th and first liberal President of Besmenia on April 5, 1985, succeeding Erwin Pohl. In the 1991 Besmenian presidential election, he won re-election with 63.4%. After the end of his presidency in April 1997, Schulz worked as a lawyer again for some time and became involved in various organizations.
