Nakayama graduated from the Tokiyori National Military Academy and joined the Imperial Senrian Army in 1915, and served in the Senrian Revolution within the imperial forces, but followed his commander Sintarou Miyake into the Senrian Republican Army when Miyake defected to the republicans in 1926. With the support of Miyake, Nakayama was promoted to the rank of general by Katurou Imahara in 1928.

As Prime Minister, Nakayama cracked down on opposition, enacting strict press censorship, banning public protest, and jailing members of the opposing Republican Party. His increasing brutality and paranoia worried many within the People's Party, who feared that Nakayama would potentially destabilize Senria politically and economically. A collection of government officials and military leaders known as the Second Gang of Six forced Nakayama to resign the prime ministership in 1951; he was replaced by government bureaucrat Tokiyasu Kitamura. Nakayama eventually returned to his hometown of Kamihei and lived there until his death in 1978.
