His Majesty King Oscar I(Oscar Roger Williams; born 9 January 1954, age 64), of the Cavian Kingdom, is the incumbent monarch of The Cavian State. He is also head of state for Hamster’s Region, Sealen Island, and the Cavian Outlying Islands, which include St. Terry’s Island, Greentree Island, Jovaih Bank, Brancan Bank, Sosoliy Atoll, and Northumber Island.

King Oscar was born in Oscar City(coincidentally the city and him were named after Oscar the Founder from the year 922), to King Roger III and Duchess Lawrence of Northhills. He became a prominent public figure, urging the people to go through life during the 1971 Recession. He became a prominent pacifist speaker during the 1975-1978 First Vamenlac Crisis. At the age of 25 on 28 March 1980, he rose to the throne after the death of King Roger III.

Being the monarch for 36 years, he has lived through many crises and just one war, the Second Vamenlac Conflict. He also supported removing the King from government, separating royalty and state.

Although some pro-republican critics have given the King criticism, public support remains very high for the King, as well as an untarnished public image.

Early life

Oscar Roger Williams was born 9 January 1954 at 22:10 AST as the firstborn son to King Roger III and Duchess Lawrence of Northhills at the Royal Medical Center in Oscar City. This was interpreted as a lucky sign as 2,210 in Old Cavian sounds close to “Much joy”.

He was baptised three days after his birth in the Chapel of Light in Oscar City, by Bishop Of The Capital Terrence Hawley. The name Oscar was chosen to start the “rebirth and refounding of the nation”, as the founder of Cavia(as well as the capital, was named Oscar the Founder).

As a young child, Oscar was known to be a cheerful, well-mannered, polite boy. When his uncle Duke James of Stonewall fell ill to dryneck, Oscar’s visits helped aid his spirit and recovery. When he was six, Prime Minister Steven Maines described him during a visit as “Cheerful and bright, he would bow to me, present me with tea, and even talk at length with me, listening to war stories and the like. Absolutely an astounding character, one I would like to meet again.” Volitopian Envoy Liam Matthews described him as “a diplomat, he certainly had the qualities of modesty, manners, and formality, even at eight years of age.”

Prince Oscar of the Capital

Prince Oscar was first in line for succession of the throne, which meant that once the 48-year-old King Roger III had completed his reign, the Prince would automatically be crowned monarch.

The Prince attended tutoring via the Royal Services, learning national history, foreign affairs, geography, mathematics, sciences, biology, Cavian, and Old Cavian daily, as well as learning to play the piano, string bass, and violin.

At 14 years of age he made his first royal tour, which was of Hamster’s Region. He acted as the chef-de-mission-diplomatique, or Head of Mission, in which he was able to settle the 1967 border dispute and economic aid.

At 17 years of age he enrolled at the Royal Institute of Science. He majored in the subject of applied metaphysics, and graduated at 23, cum laude salutatorian. Also at 17, the 1971 Recession struck nations with well-ordered economies. The Cavian dollar’s value fell to 7% of its original value. The crisis lasted one and a half years. The Prince was known for pressing the government for more aid, and encouraging citizens to keep smiling through daily life.

Four years later, 21 years old, he was chosen to mediate the First Vamenlac Crisis, a dispute between the nations of Vamenlac and Volitopia. He helped to preside over peace talks, and was credited as one of the leaders who settled the dispute three years later. At age 24, he was named the official Ambassador to begin formal relations between the Cavian State and the nation of DR Rophilus. The meeting went well and helped to establish embassies in the two nations.

On his 25th birthday, he made the Royal Pledge, which is to “Serve the people and the constitution, uphold the promises of the Crown and the Cavian Church, to the best of your ability, never betray the peoples of this nation or its laws and values, and to always be a character to look up to.” He made the pledge on national television and radio.

With the death of King Roger III 25 years after his birth, King Oscar I was crowned Cavian Monarch in the Grand Crown Square.

Coronation

The Coronation’s security measures were heightened due to the recent Hamster’s Front activity, suspecting that terrorists could try and sneak into the crowd. Indeed, checks along the roads done on backpacks revealed three unauthorized firearms in the vicinity.

However, on 28 March 1980, the procession started with no delay. The Prince emerged from the front steps of the Timekeeper of Rebirth after ceremonially ringing the bell twelve times and proceeded to the traditional rolling carriage.

Prince Oscar then continued to the Cathedral Centralia, where more than 3,000 people crowded into the large chamber to witness the Prince donning the crown and the sceptre and tapping it on the National Stone. He continued to the throne chamber where he sat on the throne and was decreed King by finishing the Royal Pledge.

After the procession finished, he said to reporters that he would “try to make the nation and its people happy by way of [his] influence, and [would] try to reform the government into a truly inclusive system.”

He gave his Coronation Speech on the Garden Terrace, which he was quoted as saying: “today we celebrate, forget our worries, and celebrate the wonderfully rich heritage we all share as living beings. We will return to our duties faithfully and solemnly, but we know that today is the day in which we all together have a common cause to celebrate- Coronation Day.”

1980s

The Coup of Hamster’s Region

During a state visit to Hamster’s Region in 1988, a coup attempted to seize the capital city of Hamster’s Region, the coastal city of Roborovski, using part of the Hamster military that the coup had seized from the northern military bases.

King Oscar I was to be airlifted on the afternoon of Friday, 15 April 1988 but was delayed and then quickly rushed back to his hotel after a skirmish took place just one-and-a-half kilometers(0.86 miles) away from the airport. The coup successfully took the airport 45 minutes after King Oscar’s evacuation.

A helicopter then touched down in front of the hotel lawn, and King Oscar as well as seven other royal aides boarded the helicopter, which took off towards the southern frontier.

Two projectiles were fired at the craft at around 4:23 PM, both of which missed. King Oscar was reported as believing them to be bazooka missiles. Just twenty kilometers(12.4 miles) away from the border, at 4:58 PM, another bazooka was shot from a border skirmish in which Cavian forces trying to reach the capital were confronted by rebel forces. Recognized as a government craft, the helicopter was hit, with the rudder completely blasted off.

With vertical momentum, the helicopter crashed three minutes later. There were no fatalities, however five out of the eight on board(including King Oscar I) sustained injuries. The King received a broken arm after it was caught between two seats.

The remainder of the trip was canceled, with the coup overwhelmed by CRAFT forces six days later.

1990s

Bill For Stripping of Royal Power, 1995

Protests against royal power in government began in early 1993, with demonstrators occupying the Southern Green, facing the Palace, for three months. King Oscar I made a public announcement on the Garden Terrace saying that any MP who put forth a bill in Parliament to strip royal power in government would be endorsed by him, saying “I am wholeheartedly in agreement with these protester’s values. Now I look to Parliament to start the process. I look forward to signing the bill that will disallow me to do so in the future.

Three days later, during the Eighth Parliamentary Session of 1995 in March, MP John Hayesbury proposed the Bill For Stripping of Royal Power, 1995. The bill quickly advanced from the Senate through the National Assembly, garnering 375 yea votes out of 389 total.

On 22 March 1995, King Oscar I was presented with the final bill which would allow him to ceremonially sign all bills, however this step would now not be required. King Oscar I also lost his seat in Parliament, however he and future monarchs would be granted an observer seat.

2000s

King Oscar I’s Silver Jubilee

In 2005, King Oscar I’s Silver Jubilee was marked with celebrations in major cities, including parades in Oscar City, Northhills, Texelton, and Crested Peak, as well as a firework display in Oscar City.

King Oscar also hosted 34 foreign dignitaries at an official celebration on 28 March 2005 with ambassadors from the likes of Volitopia, Rophilus, Bearilea, and others.

The military made a 41-minute demonstration in front of the Palace, involving over 11,000 troops. A public speech made by King Oscar at the event commended not just the military “...but all Cavians in our domain who celebrate for me- thank you. I cherish and salute you.”

Just a year later, however, was a devastating earthquake in Northhills killing 13 and causing $610 million in damages. King Oscar visited homeless shelters with victims of the earthquake and personally donated $14.8 million toward relief efforts. He also signed a Royal Charter granting an extra $520 million from the government to the provincial coffers.

2010s

Accident At the Palace

On the morning of 9 October 2012, King Oscar fell off a carriage when exiting it. In the process he broke his left arm, re-damaging the bone that was broken. An infection set in while on transport to hospital. Although the operation was not life-threatening, due to his advanced age, the King authorized anesthesia and named a successor in the case of death, Prince Roger IV of Texelton.

The operation was completed at noon the following day, with bits of shattered bone removed and treatment added to the infected part of the arm.

After a two-week hospital stay at the Royal Medical Center in Oscar City, the King returned to the Palace and stayed there for three months, temporarily taking a medical leave from Parliament. Prince Roger IV took his seat.

His first public appearance after the event was seven weeks later on 29 November at the annual Cavian Games. He opened the event for the 17th time as monarch.

Address to the Federation of Animalian Nations

On 26 March 2016 King Oscar I traveled to Bonesby, Doggerland, where the headquarters of the Federation of Animalian Nations were located, and gave an address to the Animalian Congress, in which he was hailed by International President Jordan Harriston as "a true leader with the values our world needs, and especially right now".

After the address, King Oscar undertook a royal tour of the world, visiting Bearilea, Doggerland, Sheepers, Byrdï, and other nations, returning back to Oscar City a month and a half later.
