Oscar City is the capital and most populous city of The Cavian State.

On the Greatstemp Peninsula facing the Ancient Bay is the metropolis of Oscar City. Having been a major settlement for over one and a half millennia, Oscar City was initially named Ar'tugen, or 'People of the South', as it was the main settlement for the southern-dwelling Abyssinian tribe. In 1028 to commemorate Oscar the Founder, the founder of the nation, the city was renamed to Oscar City. The city grew from its original size of half a million citizens over 67 square kilometers(25 sq. mi.) in 1552, to a whopping 3,720,000 and 520 square kilometers(201 sq. mi.) when the Royal Census of 1770 was taken, a period of just 200 years.

Oscar City is a leading global city in the arts, commerce, education, entertainment, fashion, finance, healthcare, media, professional services, research and development, tourism and transportation. It is the world's largest or second-largest financial center and has the third or fourth-largest GDP in the world. Oscar City is designated an International Culture City by the World Assembly. It is the world's most-visited city as measured by international arrivals and has the world's largest city airport system measured by passenger traffic. Oscar City is the world's leading investment destination with over $18 billion in investments per year, hosting more international retailers and ultra high-net-worth individuals than any other city except two. Oscar City's universities form the largest concentration of higher education institutes in Gallifrey as well as the largest collection of art in its museums and galleries.

Oscar City has a diverse range of people and cultures, and more than 50 languages are spoken in the area. Its estimated mid-2016 city population was 8,144,000. Its metro area has a total population of 20,230,000. Oscar City's metro area is the second-most populous in the world, after only Rigeta, with 48,687,000 inhabitants at the 2011 census. From two periods, 1569 to 1677 and 1870 to 1940, Oscar City was the largest city in the world.

Oscar City contains five International Culture Sites: the Riverbend Castle; the Wings of Parliament, the Palace of the Crown, and the Cathedral Centralia; as well as the Cavian International Gallery. Other famous landmarks include Royalty Stadium, C3*50, the Memorial of Greats and the Fallen, Brigham Tower, and the Grainfeld Common. Oscar City is home to numerous museums, galleries, libraries, sporting events and other cultural institutions, including the Theatre at the Institute of Drama, Cavian Museum of Natural and Modern History, the Oscar City Modern Museum, the Grand Royal Library at Riverhall, and the International Sector of Oscar City.

Etymology

The name 'Oscar City' is not the original name of the city itself. Although the city dates back to c.455, housing laborers of of agricultural lords, the name 'Oscar City' was first officially used in 1028, commemorating the liberator of the nation, Oscar the Founder. As such, the capital of the new nation was to be named after him.

The original name, however, is the Old Cavian word 'Ar'tugen, meaning 'People of the South', referring to the southern-dwelling inhabitants of the old settlement, short-haired Abyssinians.
