North Balisaland is a district in Rwizikuru, which as of the 2011 census is the tenth-most populous district in the country, with 541,277 inhabitants living in the district. Its district seat is Mutupo, a port city on the Rwizikuru River. It is bordered to the southwest by Gutaguru, to the west by Tsungirirai, to the northwest by Nyikaitsva, to the north by the country of Habasha, to the east by the country of Garambura, and to the south by the district of Sangoguru kumaodzanyemba.
