The third Vyrubova government is the fortieth government of Seredinia. It is the chief executive body of the Seredinian civilian government, comprised of government ministers acting as the heads of various governmental ministries and departments. The Cabinet consists of a number of ministers, appointed by the President at the advice of the Premier of Seredinia. The current Premier is Nadezhda Vyrubova. The third Vyrubova government was formed on 6 November 2018, following the dissolution of the second Vyrubova government on 26 October 2018 and the earlier dissolution of the first Vyrubova government on 16 August 2016.

The third Vyrubova government was formed after the resignation of Defence Minister Denis Samsonov and his undersecretaries on 26 October 2018. The resignation triggered a reshuffle led by Vryubova and Liberal Republican leader Alexander Osennykh.

The government has survived one constructive vote of no confidence since its formation, on 10 November 2018; the motion garnered 262 votes, but included no members of the government nor a number of minor party deputies, and falling short of the 302 vote absolute majority required to depose Nadezhda Vyrubova in favor of Constitutional Democratic leader Innokentiy Isyanov.

Appointment

Ministers in the Seredinian Cabinet are formally nominated and approved by the President. In practice, this often occurs with the advice and consent of the Premier, and in times of divided government the Premier often chooses their government solely. Ministers are not required to hold seats in either house of the Union Assembly, though often they are members of the State Duma. There is also no age limitation on members of the cabinet, as it is assumed in the Constitution of 1878 and its amended versions that the President and Premier shall select suitable candidates.

Beyond such regulations, members of the cabinet must be Seredinian citizens; speak the Velik language; and have no criminal record, or in such a case be approved by the wider State Duma.

Functioning

While officially the presence of the President is required at once-monthly meetings of the cabinet, in practice -- and especially in times of divided government -- the Premier chairs virtually all meetings. On occasion, leaders of the Opposition in the State Duma and Federal Council will be invited to attend cabinet meetings as relates to their agendas.

The cabinet may meet on occasion with only a select few ministers attending. These meetings are chaired by the Premier and, rarely, the President, and are used to discuss specific information about attending ministers portfolios.
