1. Section 1: Basis of this Act<br>2.<br>3. The long title of this act shall be an act to streamline, coordinate, and make more efficient<br>4. and effective the Thermodolian government in regards to the Internet, internet domain<br>5. names and information services, communications, and technology<br>6.<br>7. The short title of this act shall be Federal Internet Registration and Regulation Act<br>8.<br>9. The Federal Parliament of Thermodolia hereby enacts<br>10.<br>1. Section 2: Federal powers relating to this act<br>2.<br>3. This act shall be pursuant to the constitution of Thermodolia and pursuant to sections 5.3 to<br>4. 5.31 of the Federal Standards of Legislation Act of 1923 this act shall be federal law and<br>
5. have the jurisdiction over all entities which are subordinate to federal law<br>

1. Section 3: Federal Internet Registration Authority<br>

3. Creates the Federal Internet Registration Authority, know here after as FIRA<br>

5. FIRA manages the domain name of “.th” , which was previously managed by the Federal<br>
6. Telecommunications Administration; the domain names of “.gov.th”, “.edu.th”, “.legi.th”, and 7. “.jus.th”,<br>
7. which where previously managed by the Thermodolian General Services<br>
8. Directorate; the domain name of “.mil.th”, which was previously managed by the Department<br>
9. of Defense-Office of Administration, and all other domain names which have not been listed<br>
10. herein or have yet to be created with the top level domain name of “.th”<br>

12. FIRA shall create a centralized registration database for all registrants and registrations of<br>
13. “.th” and it’s sub domains.<br>

15. FIRA shall be under the control of the Ministry of Commerce<br>

17. FIRA shall set the cost of registration of said domains.<br>

19. FIRA shall be funded by the Ministry of Commerce discretionary fund for a period that shall<br>20. last until August 31st, 2021 and by registration fees<br>

1. Section 4: Defense Communications Efficiency<br>

3. Creates the Defense Communications Directorate, know here after as DCD<br>
4.<br>
5. DCD shall be under the authority of the Thermodolian Department of Defense<br>
6.<br>
7. Tasks the DCD with coordinating all TDOD information technology (IT) and communications<br>8. support. Such information technology (IT) and communications support shall support the<br>
9. president, SECTDOD, the military services, the military directorates, the combatant<br>
10. commands, and any other individual, system, or agency contributing to the national<br>
11. defense of Thermodolia.<br>

13. DCD shall manage all information technology (IT) and communications support<br>
14. infrastructure that is involved with the national defense of Thermodolia.<br>

16. DCD shall provide the following: Command and Control (C2) systems, Computing Services,<br>17. Enterprise Engineering and Services, Information Assurance services, Network Services,<br>18. and Spectrum Management.<br>

20. DCD shall manage the Defense Telecommunications System Network, which shall fall<br>
21. under DCD’s duty to provide Network Services for the TDOD.<br>

23. DCD shall be funded by the TDOD discretionary fund for a period that shall last until August<br>24. 31st, 2021<br>

1. Section 5: Internet Regulations<br>
2.<br>
3. This act prohibits the registration of websites using “.th” and its sub domains, which<br>
4. promote child abuse, child sexual acts, domestic violence, terrorism, animal cruelty,<br>
5. denialism, and general harm.<br>
6.<br>
7. Mandates that FIRA have the power to determine the definitions of, to what extent they are<br>8. used, and to determine what they promote the terms listed above in sections 5.3 to 5.5<br>
9.<br>
10. This act allows FIRA powers to shutdown websites which have been determined to be<br>
11. promoting the terms listed in sections 5.3 to 5.5 as defined by sections 5.7 to 5.8.<br>

1. Section 6: Enactment of this Act<br>

3. This act shall come into force and be enacted on October 1st, 2020
