The Controlled Substances Administration (French: Administration des substances contrôlées), abbreviated CSA (ASC) is an administrative agency responsible for the regulation of drugs in Gylias, and overseeing their production and distribution.
History
The Controlled Substances Administration was created in 1961 through the Law on Substance Controls of 1961. It was constituted as a federation of existing alcohol and tobacco monopolies at the municipal level.
Its first director, Chloë Eleftheriou, had an instrumental role in shaping Gylian drug policy, and helped make Gylias a significant centre for psychedelic drugs research and culture in Tyran.
Organisation
It is unaffiliated to any federal ministry, and thus reports directly to Parliament and the Cabinet as a whole.
Responsibilities
The CSA regulates the classification, manufacture, and distribution of mind-altering substances — including drugs, alcohol, and tobacco. It categorises substances as soft, borderline, or hard in accordance with the Law on Substance Controls, based on research, and enforces the respective regime for each category.
It has complete control over all drug products. It manages product type, production, packaging, and marketing. It administers an integrated licensing scheme for independent drug producers and distributors, and serves as the link between the two.
It determines packaging, controls promotion, sets conditions for sale, controls the price (in collaboration with the NPB), licenses premises and retailers, administers supervised drug consumption facilities, and incentivises production and use of harm-reduced products.
It officially certifies medical personnel trained in drug administration, carries out research into the effects of drugs and makes appropriate recommendations, and coordinates with the Public Health Agency and health services to provide drug treatment and rehabilitation programs.
Impact
The CSA has had a significant impact on Gylian culture and society since the Golden Revolution, contributing to widespread acceptance of responsible drug use and experimentation with psychedelics, both personally and for medical purposes.
