Noria, offically known as the Outer Union of Noria, is an authoritarian state based within the rim. It is primarily located on a number of moons surrounding Deimos, as well as a number of surrounding stations and asteroids. It is the largest and primary state of Deimos, taking over many security and economic functions for the other semi-independent states of Deimos. Noria is best known for its efforts during the war against [The Golden Circle], where it was one of the few outer rim nations who actively resisted and fought the khan's golden fleet. Noria is considered a meritocratic dictatorship, where the leader of the nation wields large amounts of power over the creation of laws. However, this position of "Emperor/Empress" is not a hereditary title, but instead a position taken by the person in the nation deemed to be the most fit to rule.
History
Colonization and Foundation
The moons of Deimos were first colonized in the year 2126, just two decades after the ash wars left Terra in shambles. Unlike the other two gas giants, the colonists were not corporate colonists or criminal organizations, but refugees from Volgia looking for a second chance. These settlers established colonies on all 23 moons, forming them into trade ports and shipyards for farther expansion into the rim. The moons of Deimos soon became some of the wealthiest in the rim, drawing in trade and colonists from both the inner system and belt. Geography
Noria is officially made up of 13 separate moons which orbit the gas giant of Deimos. Each moon has its own distinct environment, however all 13 moons do not currently have the ability to sustain human life on its surface. Therefore, each of the 13 moons has a sprawling complex of subterranean, shielded and domed habitats, which is able to sustain not only human life, but also heavy agriculture and industry.
