Text of the Bill
Federal Internet Registration and Regulation Act
1. Section 1: Basis of this Act

3. The long title of this act shall be an act to streamline, coordinate, and make more efficient
4. and effective the Thermodolian government in regards to the Internet, internet domain
5. names and information services, communications, and technology
6.
7. The short title of this act shall be Federal Internet Registration and Regulation Act
8.
9. The Federal Parliament of Thermodolia hereby enacts
10.
1. Section 2: Federal powers relating to this act

3. This act shall be pursuant to the constitution of Thermodolia and pursuant to sections 5.3 to
4. 5.31 of the Federal Standards of Legislation Act of 1923 this act shall be federal law and
5. have the jurisdiction over all entities which are subordinate to federal law

1. Section 3: Federal Internet Registration Authority

3. Creates the Federal Internet Registration Authority, know here after as FIRA
4.
5. FIRA manages the domain name of “.th” , which was previously managed by the Federal
6. Telecommunications Administration; the domain names of “.gov.th”, “.edu.th”, “.legi.th”, and 7. “.jus.th”,
7. which where previously managed by the Thermodolian General Services
8. Directorate; the domain name of “.mil.th”, which was previously managed by the Department
9. of Defense-Office of Administration, and all other domain names which have not been listed
10. herein or have yet to be created with the top level domain name of “.th”
11.
12. FIRA shall create a centralized registration database for all registrants and registrations of
13. “.th” and it’s sub domains.

15. FIRA shall be under the control of the Ministry of Commerce
16.
17. FIRA shall set the cost of registration of said domains.

19. FIRA shall be funded by the Ministry of Commerce discretionary fund for a period that shall
20. last until August 31st, 2021 and by registration fees

1. Section 4: Defense Communications Efficiency

3. Creates the Defense Communications Directorate, know here after as DCD
4.
5. DCD shall be under the authority of the Thermodolian Department of Defense
6.
7. Tasks the DCD with coordinating all TDOD information technology (IT) and communications
8. support. Such information technology (IT) and communications support shall support the
9. president, SECTDOD, the military services, the military directorates, the combatant
10. commands, and any other individual, system, or agency contributing to the national
11. defense of Thermodolia.

13. DCD shall manage all information technology (IT) and communications support
14. infrastructure that is involved with the national defense of Thermodolia.
15.
16. DCD shall provide the following: Command and Control (C2) systems, Computing Services,
17. Enterprise Engineering and Services, Information Assurance services, Network Services,
18. and Spectrum Management.
19.
20. DCD shall manage the Defense Telecommunications System Network, which shall fall
21. under DCD’s duty to provide Network Services for the TDOD.

23. DCD shall be funded by the TDOD discretionary fund for a period that shall last until August
24. 31st, 2021

1. Section 5: Internet Regulations

3. This act prohibits the registration of websites using “.th” and its sub domains, which
4. promote child abuse, child sexual acts, domestic violence, terrorism, animal cruelty,
5. denialism, and general harm.

7. Mandates that FIRA have the power to determine the definitions of, to what extent they are
8. used, and to determine what they promote the terms listed above in sections 5.3 to 5.5
9.
10. This act allows FIRA powers to shutdown websites which have been determined to be
11. promoting the terms listed in sections 5.3 to 5.5 as defined by sections 5.7 to 5.8.

3. This act shall come into force and be enacted on October 1st, 2020
