The Doradan Defense Force (Verdean: El Fuerzo Defensivo Doradaño) is the primary defensive apparatus of the People's Republic of Isla Dorado. It is the successor to the previous Doradan government's Doradan People's Liberation Force, and was largely reconstructed from it. It operates on land, in the air, and in the territorial waters of Isla Dorado. It is a strictly volunteer force, a rule enforced in fact by Doradan law. Due to the ongoing insurgency in the country, and strictures placed on it by Verdean occupiers, and is limited to operations within Dorado itself, primarily against rebels, but with some other operations against pirates and smugglers trying to supply the rebellion. Any citizen between the ages of 18 and 40 may elect to join the Defense Force, and it receives a steady flow of recruits even as many casualties and defections to the insurgency also deplete manpower.
History
The modern Doradan armed forces can trace its origin to the New Model Army of the First Verdean Empire, and the establishment of a standardized army utilizing the regimental system and the universal issuance of firearms, replacing the earlier system of feudal levies. This standardization homogenized Dorado into a single military power bloc instead of a patchwork of counties and duchies. When the Second Verdean Republic broke up following the Valden War, Dorado established itself with a handful of units that swore loyalty to the Doradan state following the breakup. The nascent Doradan military was however, bogged down by fighting against various warlords on the island and was unable to fully secure it before invasion by the Capisarians in the DI 140s.
As the Capisarian occupation continued an insurgent organization, the Frente Verdeano Popular Naciónal (FVPN) formed, initiating a protracted conflict with the Verdean colonial authority. Initially these took the form of bombing campaigns, assassinations, and ambushes against Capisarian Colonial authorities and ethnic Capisarians in the country. As the movement gained traction, more open conflict became more common culminating in the independence of the Doradan state. Capisaria would make an attempt to retake Dorado in the DI 80s however, the Doradan military would prove effective at repulsing the invaders until unrest in the Capisarian mainland resulted in the end of the invasion from Capisaria.
During the DI 190s, the Doradan military would rapidly expand under the authority of an ethno-nationalist military junta, relying heavily on nationalized and re-purposed native industries to build an extensive military, even being the predominant military power in the Archipelago during the late DI 190s. As years would go by, the Doradans would be eclipsed by the Republic of Verde, even as the two nations would come into conflict, as several international incidents would increase tensions between the two nations culminating in a preemptive cruise missile and attempted nuclear strike on Verde. The following invasion resulted in the near complete destruction of Dorado's military especially of its heavy hardware, and the fall of the Doradan government.
When the Verdeans established a new government, the Doradan People's Liberation Force (the military controlled by the military junta) was reorganized into the Doradan Defense Force. The reorganized force would be stripped of much of its standoff offensive capabilities instead being limited by law to a strictly defensive role. As a growing insurgency led by loyalists to the previous ethno-nationalist government demanded increasingly Doradan forces to put down, the Doradan Defense Force was expanded and orientated towards counter-insurgency warfare with a naval force dedicated to hunting down pirates and weapons smugglers. In recent years, the FDD has seen some success in combat against the insurgents, particularly as attacks in the cities have slowed. It is believed that it will be many years however, until the insurgency can finally be crushed.
Structure
There are currently 426,573 persons serving in the Doradan Defense Force, and has been operating with roughly the same amount of personnel that it had been serving in the Doradan Defense Force since its reorganization after the Verdean invasion. Dorado is a volunteer organization, and is legally barred from conscripting citizens until the insurgency situation is dealt with. Women are allowed to volunteer, and serve in all capacities for which they are qualified, comprising slightly over one hundred thousand persons, or one quarter of the FDD's total manpower. In recruitment, efforts have been made to limit defections to the insurgency, and as result loyalty requirements were instituted. There has been some success in these efforts, but there is still a significant problem with defections even as recently as DI 218.
High Command
The Doradan Armed Forces are led by a council composed of the highest military officers from each of the branches of military services. Each of these council members are of equivalent rank and are chiefs of staff for their own armed forces (General for the Ground Defense, Admiral for the Naval Defense, and Air Marshal for the Air Defense). The council reports to the Secretary for National Defense, who reports to the Commander in Chief of the Doradan Defense Force, the Doradan Chancellor.
Ground Defense Force
The Ground Defense Force (FDT) is the largest and currently, the most important of the Doradan Defense Force, and is a restructured form of the military former Doradan People's Army. Reformed under the new government in DI 214, the Doradan Ground Defense underwent massive personnel purges shortly after the foundation of the new government, as loyalists to the previous junta were eliminated from the military. Afterwards a major recruitment drive expanded the armed forces with the Ground Defense being the primary recipient of new recruits. The Doradan Ground Force has recieved a lot of new equipment recently as new equipment has been adopted to replace equipment used by the junta, much of which was destroyed when the country was invaded.
There are currently 330,136 serving in the Doradan Armed Forces 22,091 of whom are in the Ground Defense reserve, which are placed into their own self combat units to be activated in particularly tense times. The Doradan Ground Force is, by far the primary budgetary concern for the Doradan Defense Force, receiving nearly two thirds of aggregate military expenditure, and its budget in the DI 218 fiscal year being $8,617,665,659 NSD which is also supplemented by some limited Verdean military aid.
Formations
The Ground Defense is organized into six divisions which are broken down further into several operational brigades and other similarly sized elements. There are four combat divisions which consist of four relatively self contained brigades and an additional logistics brigade to provide additional support for combat elements in the field. The first division is composed of Armored and Mechanized forces, the Third is the mountain division, the Second and Fourth are rifle brigades composed of light infantry and reserve brigades. The fifth and sixth divisions are technical divisions that provide technical support, training, and a consolidated medical command and additional strategic transport elements.
The Naval Defense Force (FDM) is the maritime arm of the Doradan Armed Forces reconstructed with the new government following Verdean invasions. As nearly the entire Doradan People's Navy was destroyed by the Verdean fleets in preparation for the invasion of Dorado in the war of DI 213, it needed to be rebuilt largely from the bottom up. As a result, the Naval Defense was constructed along lines that were dictated by Verdean occupational authorities with few exceptions, those being pre-existent assets. Dorado's naval capacity has been growing, but is largely limited to anti-piracy and coastal patrol roles with nearly its entire naval attack capability, barring its flag squadron which consists of the largest naval assets left from the Doradan People's Navy.
There are currently 62,236 persons serving in the Naval Defense Force, 3,519 of which are serving as reservists. The Doradan Navy's personnel can be considered largely inexperienced compared to their comrades in the FDT and FDA. Dorado does not invest heavily into its Naval Defense Force operating on a budget of $2,779,892,148 NSD roughly 20% of the total Doradan budget for defense. With Verdean military aid however, it is sufficient to keep the Naval Defense operational, and to purchase some additional equipment when required.
Formations
The Doradan Naval Defense is organized into four fleets as well as a fleet support component. The main fighting strength of the Doradan Navy is composed largely of the Flag Fleet, which is composed of the Flag Squadron, the remnant of the Green Water elements of the Doradan People's Navy namely two Dorado class destroyers and the Alejandro Ruíz, and two three ship squadrons of frigates. There are also three additional fleets of patrol craft and frigates capable of coastal defense and patrol only. Lastly there is the fleet support which is composed of a replenishment squadron, the naval air wing, and organizations dedicated to the operation of ports and the supply of the Naval Defense.
Air Defense Force
The Air Defense Force is the air arm constructed largely to be supporting arm for the Doradan maritime and ground defense forces. Established and reconstructed after the establishment of the new government in DI 214. With little of the Doradan People's Air Force surviving the Verdean invasion, the new Air Defense Force had to be slowly rebuilt as the Verdean armed forces sold and donated assets, which in turn had an impact on its organization and mission. This resulted in a focus on ground support with comparatively limited ability to contest the skies, and somewhat older assets, having been barred from trading for more advanced military hardware by the Verdean occupational authorities.
The Air Defense Force has 34,201 persons serving, of which 1,571 are reservists, largely officers and non-commissioned officers. The Air Defense Force has made plans to recruit further, particularly to expand its capability to operate helicopters, and increase is ground support capacity but has been limited in the necessary recruiting pool largely as a result of increasingly strict loyalty checks imposed by the government in order to limit defections. The Air Defense operates with a budget of $2,501,902,933 NSD, about 18% of the aggregated Doradan defense expenditure, which is supplemented by Verdean military aid.
Formation
The Air Defense Force is organized into three regional air commands and an Auxiliary Force. Of the air commands the Central Air Command is the largest consisting of the usual three combat groups as well as the supporting fixed wing assets of the air force. The Auxiliary Force is broken into two parts, the Auxiliary Rotary Command, which operates the bulk of helicopters in Doradan service, and the Sustainment Force which consists of organizations for the operation of air bases, the signals intelligence and cyberwarfare branch of the Doradan Defense Force.
Conscription
Dorado is currently an all volunteer force, and is legally barred from enacting conscription until the ultimate defeat of the ongoing Doradan insurgency, as a method of preventing military defections. The former Doradan government did operate on a limited conscription model, and many believe that should the Doradan government defeat the insurgency, this conscription model may be reinstated. There has been no formal changes that would indicate these changes would be made however, and current military doctrine has no provisions for a significant expansion of military force.
Intelligence Gathering Capabilities
Dorado operates a highly decentralized military intelligence network. Whereas many other Archipelagic armed forces make use of relatively consolidated dedicated military intelligence services, the Doradan armed forces, barring a cyberwarfare department in the Air Defense Force, instead has a number of organic intelligence bodies attached to divisions in the case of the Ground Defense, and fleets in the case of naval defense. Dorado largely relies on human intelligence networks, recurited from locals, and working with assigned military units to locate and eliminate insurgent forces in the Doradan countryside.
Role
The current role of the Doradan armed forces is strictly defensive nature, and has been structured to engage in counter-insurgency warfare within its own borders. Due to the reconstruction of the government under Verdean occupation, almost all of its offensively orientated assets, especially long range ballistic and cruise missile, as well as anti-shipping capability, forcibly stripped by occupiers as part of the restructuring of the armed forces. The army is the primary defensive asset of the Doradan armed forces, being deployed throughout the country, largely in rural areas to combat insurgent forces, and respond to terror attacks. The Doradan naval forces are rather more focused on counter-piracy and smuggling interdiction operations in order to cut the insurgency off from sources of funding and supply. The air arm is supporting arm, largely intended to support the operations of other branches, but with a sizable interceptor force for maintaining aerial sovereignty.
