Powers
Secretary. Colloquially both the Chancellor and First Secretary along with their respective cabinets are refereed to as the Executive Council.
The Chancellor is the Union's head of government and nominally the most powerful person within the country. He/She is elected via an electoral college to a five year term and is only eligible to serve two terms consecutively. The role of the Chancellor as outlined in the constitution is the purview of foreign and constitutional policy; that being the negotiation of foreign treaties, nominating justices to the Supreme Court, Secretary of Foreign Affairs, Secretary of War, and all other positions deemed by Congress to be necessary and proper.
The head of state, the First Secretary is appointed by the Chancellor from whichever party or coalition commands a majority in the Assembly of People. Their term lasts the extent that the Assembly of People is in session (3 years), though they can be removed or replaced at anytime should they lose the commanding confidence of the party in power. Their duties are implementing domestic policy and the regulation of the socialist market economy and capitol. To that end they appoint the Attorney General, Secretary of the Interior, the Secretary of Finance, Secretary for the Preservation of the Florencian Homeland, and all other commissions or offices needed for the basic administration of the state.
Oath
The oath of office of the chancellor of the Florencian Republics is the affirmation taken by the chancellor upon their assumption of office. Following this public swearing in ceremony the Chancellor is then able to exercise his powers of Supreme Commander-in-Chief of the defense forces and direct both foreign and constitutional policy. The wording of the oath is specified in Article III, Section One, Clause 4 of the Florencian Republics Constitution. The First Secretary is also required by constitution to recite a similar but differently worded oath to represent their purview of domestic affairs.
The oath is required to be administrated by the constitution on twentieth day of January. By convention the presiding chief justice of the Supreme Court swears in the Chancellor to a joint session of the All-Union Congress assembled. There have been three instances of the oath not being recited on this date, due to the passing of Maxim K. Tyroll and Uil'yam Boern in office, as well as the assassination of Horta Doogin. In accordance with the constitution the sitting First Secretary is promptly sworn into office, followed by a formal appointment from congress.
Given the many diverse religions of the Florencian Republics, the oath submits to the secular nature of the Florencian Republics. However several Chancellors have been known to ad-lib the name of their respective deity, be it Vayonist, Wuist, or other. This unofficial phrase is typically as follows, "[God] grant me strength".
The administration of the oath is conducted by the chancellor placing their right hand on a red bound copy of the Union Constitution, placed on a small table before the Congress, the chancellor-elect then recites the flowing oath: "I solemnly swear to faithfully serve the peoples of our republics, to strictly observe and uphold the Union Constitution, defend the revolution, to guarantee the rights and freedoms of the citizenry and to conscientiously fulfill the great duty placed in me as chancellor of the Florencian Republics to the best of my abilities."

History
Leaders of the Communist party voted on establishing a presidency on 7 February 1990.
The first and only presidential election took place on 14 March 1990. The Congress of People's Deputies decided that they would elect the first president into a five-year term, then turn over presidential elections to the public beginning in the planned 1995 presidential election.
