Three Conditions
The Three Conditions for Normalization, commonly known as the Three Conditions was a policy held by the Namorese administrations of Su Shui and Chanin Chen in regards to possible normalization of Namo-Luziycan relations. It remained the official government policy up until the presidency of Alicia Wolf, when relations between Namor and Luziyca normalized even though the conditions weren't entirely met.
Inception of the policy
Former Namorese President-General Su Shui first brought up the Three Conditions policy in NMR 2341 (2001), on the fifth anniversary of the outbreak of the Third Namo-Luziycan War. In a statement that was published in The Liberator, Su said that normalization with reunified Luziyca is "possible, but certain conditions must be met." He added that since communism is no longer popular in Luziyca, any policy pertaining to Luziyca "should not based on the dreamy assumption that socialism will someday return."
Namor is "open" to normalizing relations so long as the Luziycan government fulfills the "Three Conditions," which are as follows:
- Condition One: Luziyca ceases all recognition towards the regime in Peitoa (Republic of Namor) and recognizes the People's Republic of Namor as the sole, legitimate government of the Namorese nation and people.
- Condition Two: Luziyca acknowledges that Nantai is Namorese "culturally, politically and legally." It must agree that Namor should restore sovereignty over Nantai sometime soon (although Su didn't specify when) and prepare for reunification. It must recognize Namor's stance that although Namo supports a peaceful reunification, Namo can resort to unilateral moves whenever it sees fit.
- Condition Three: Luziyca apologizes and compensates for all harm inflicted by it on the Namorese people. Luziyca should compensate no less than £200,000 to the descendants of Namorese soldiers recognized to have fought in the First Namo-Luziycan War, no less than £400,000 to the relatives of those who died during the Txotai rebellion, and no less than £800,000 to the families of the 16 Namorese civilians killed in the Vulan Incident. As for the Vulan Incident, Luziyca must acknowledge that it deliberately perpetrated the massacre and either hand all responsible officers to Namor so that they can be tried, or try them domestically.
Su said Namor will "forget the past and embrace normalization" should Luziyca meet these three conditions.
The Namorese Central Council voted unanimously in favor of adopting the Three Conditions, stating "we are entirely behind the President-General in his insistence that Luziyca meets these conditions in order for normalization to occur."
End of the policy
The policy remained official until the administration of Alicia Wolf, when it began to fall apart. Wolf upheld the Three Conditions during her election campaign, but after becoming President-General she approved of normalization of relations with Luziyca when the conditions weren't met in their entirety (at the time of normalization Luziyca still had some unofficial ties with Peitoa). For this, she came under criticism domestically for agreeing to "normalization without principle," but Wolf replied she is actively pursuing Luziycan compliance with the Three Conditions as relations further develop.
Kaitlyn Khan did not mention the Three Conditions. Fu Wen said the policy is "no longer with the times."
