Fu Wen (born November 25, 1946) is a businessman, philanthropist and television personality who served as the 10th President-General of Namor from 2005 to 2015. He is the first New Democratic President-General, as well as the first President-General to serve without prior military or governmental service.

Born to a working class family, Fu spent his early years working at a restaurant, setting the foundation for his involvement in the restaurant industry. In 1968, at the age of twenty-two, Fu started the Fu Wen Chopsticks Company, which initially manufactured chopsticks but later expanded its scope to manufacture noodles and the "fortune cookie", a type of cookie that contains a piece of paper carrying aphorisms. The cookie became wildly popular throughout the 1970s and gained Fu national attention. In 1976, Fu Wen Chopsticks Company merged with five other food manufacturers to form Pangchu Foods. By the 1980s, Fu had become one of the richest people in Namor; he was widely identified by commentators as a member of the shintzai, a new class of wealthy Namorese entrepreneurs that benefited from the economic reforms of the 1950s and 1960s.

As Fu accumulated more wealth, he became involved in philanthropy. Some of his most significant acts included hosting luncheons for the homeless and distributing money to beggars. However, critics have accused Fu's philanthropy publicity stunts intended only to Fu's own image. Pangchu Foods was fined in 1994 after it was discovered that employees in "Pangchu City" - a settlement in Southern Namor created for homeless people - were underpaid.

Fu has expressed interest in politics, despite never having held public office prior to becoming President-General. He identified as an independent for years, but endorsed candidates from both the Democratic Socialists and People's Firsts. In the 1990s, he started endorsing the New Democrats but didn't join the party until 2004, when he officially announced his bid for the presidency. He defeated incumbent President-General Kaitlyn Kan in the 2005 election, carrying 55.8% of the vote. The election marked the ascent of the New Democrats and was thus viewed as a watershed moment in Namorese politics.

During his presidency, Fu ordered the Namorese Liberation Army to invade Peitoa and incorporated the archipelago into the People's Republic as a district, bringing his approval rating to an all-time high. Domestically, Fu supported measures to lower income taxes and limit health insurance and welfare benefits. At the same time, his administration was marred by conflict of interest scandals, with allegations that he still wielded substantial influence over Pangchu Foods despite having handed ownership of the company to his two sons. Fu responded to the global recession of 2014-2015 by promulgating a bailout of major Namorese banking institutions; however, a continued rise in unemployment and months of stock market turbulence harmed him politically.

On foreign policy, the Fu era saw major improvements in Namo-Luziycan relations; Fu met with Luziycan president Prevayu Brouvayeshki in a landmark summit in 2007, during which the two leaders agreed to increase trade and allow transportation between the two countries. In another summit between Fu and Breuvi Shjoraski, Brouvayeshki's successor, Namor and Luziyca agreed to designate Nantai as "Namorese territory under Luziycan administration." At the same time, Namor became a founding member of the Central Ocean Basin Alliance (Cenba) in 2013.
