The Executive of Syara is the head of state and head of government of the Commonality of Syara. The Executive directs the executive branch of the Government of Syara, and is the commander-in-chief of the Syaran Commonality Armed Forces.
The Commonality Constitution, Article III, establishes the office of the Executive within the executive branch of Syara's government. The Executive is charged with carrying out and enforcement of the laws passed by the High Council of Syara and the judicial rulings of the National Tribunal of Syara. In turn, the Executive is responsbile for forming the government cabinet, appointing diplomatic, judicial, and regulatory officers, as well as directing national and foreign policy on behalf of the Commonality. The Executive is additionally charged with the responsibility of promoting the general welfare of the Syaran people, protection of Syara's national religion, and preservation of Syara's territory and national interests. The Executive does not have the power of veto, but may return legislation to the High Council for reconsideration, with the caveat of requring a proposed amendment to the piece of legislation. The Executive may introduce legislation to the High Council, but is not officially a member of the Council and may not vote during Council Sessions.
The Executive effectively replaced the office of the President of the Syaran Republic following the dissolution of the Republic at the end of the Refusal War. The Executive is elected by the High Council, and thus is virtually always a member of the ruling party of the High Council. The Executive is elected to four year terms with no term limit; qualifiations for serving as Executive include holding Syaran citizenship, membership in the Zobethos faith, and must be of legal age. There have been seven Executives since the office was established in 1988. The incubent Executive is Anita Beleska. She assumed office on 1 August 2020.
