The High Council of Syara is the legislative branch of the Government of Syara. It is a bicameral legislature composed of the lower National Assembly and the higher Federal Council. The High Council is the supreme legislative body in Syara, and shares power with the Executive and the National Tribunal of Syara. The High Council meets in the Chamber of the High Council located in the capital city of Zovahr. The High Council is composed of 400 members; 300 from the National Assembly and 100 from the Federal Council. Members of both houses are simply referred to as Council Members.

The Commonality Constitution defines the role of the High Council as the supreme legislative body of the Commonality, with the power to pass laws that are enforced by the Executive throughout all of Syara, unless specified within the text of the law itself. As part of the separation of powers, the High Council does not hold executive or judicial power, but influences both by voting on the Executive, and approving judicial and cabinet appointees. The Council also has the ability to launch investigations into the other branches of the government. Although the High Council is the ultimate authority on legislative matters, it does have the authority to delegate regulatory powers to other government agencies with its approval. The High Council has authority over the collection of taxes and provide for the general welfare of the Commonality.

The two houses of the High Council differ in their roles and powers. The lower National Assembly is responsible for domestic affairs, including setting the federal budget, passing domestic legislation, creating impeachment proceedings, and issuing votes of confidence. The Federal Council has the exclusive powers to declare war, sign treaties, and approve of cabinet and judicial appointments

Council members are elected directly through runoff voting. The National Assembly, composed of 300 members, represent the districts of the Realm's provinces and is allocated based on the population of Syara reflected in the national census. The Federal Council, composed of 100 members, consists of 25 members from each of the four Realms of Syara, regardless of population. Council members in both houses are elected to four-year terms in elections that occur every four years. Following each election, the High Council will elect an Executive to serve as the head of government and head of state. Although the Executive is often selected from within the ranks of the High Council, once they are elected into office, they relinquish their role and are no longer officially a Council member.
