The President of the Islamic Republic of Emmiria (POIRE) is the head of state and head of government of the Emmiri. The president directs the executive branch of the federal government and is the commander-in-chief of the Emmiria Armed Forces. The Constitution of Emmiria defines the President of Emmiria as the highest state authority. The President is elected by universal suffrage for a term of four years before being sworn in before the Emmirian Consultative Assembly (Parliament). The Parliament also has the power to dismiss the elected president anytime through votes of no-confidence. The President can be re-elected for four terms.
The President is responsible for the implementation of the constitution, and for the exercise of executive powers in implementing the decrees and general policies as outlined by Parliament. The President functions as the executive of affairs such as signing treaties and other international agreements, and administering national planning, budget, and state employment affairs.
The President appoints the ministers, subject to the approval of the Emmirian Consultative Assembly. The President supervises the Council of Ministers, coordinates government decisions, and selects government policies to be placed before the legislature. The current President of Emmiria is Akram Sulaiman, who replaced long-term President Khayahad al-Azari when he resigned in February of 2021.
Powers and duties
The President's duties include the following, subject to supervision and approval by the Parliament:
- Second in command (after Supreme Leader) of the executive branch of government and chairman of the cabinet
- The deputy commander-in-chief of the Emmirian Army, Emmirian Navy, and Emmirian Air Force
- Declare a state of emergency after the passage of the parliament (The proclamation of martial law is forbidden.)
- Head (Presided) of the Emmiria National Security Council
- Appointment of Deputy President of Emmiria
- Nomination of Cabinet members to the Parliament
- Sends and receives all foreign ambassadors
- Issue executive orders
- Issue medals in honor of service for the nation
- Signature of treaties, protocols, contracts, after the approval of the Parliament of Emmiria
- The President is obliged to sign the legislation approved by the Parliament, or the result of a referendum, after it is forwarded to him and the legal stages are covered, and to forward to the relevant authorities for implementation. (He has no right to veto)
