The Defense Against Imperialism Act (DAIA, Веифан Тегукаджуйи Фато tr. Veifan Tegukajuyi Fato) is an act passed by the 10th Namorese Central Council and signed into law by President-General Kong Jo in NMR 2337. Promulgated in the aftermath of the Third Namo-Luziycan War, the DAIA imposed a total embargo on Luziyca and authorized the government to construct a barrier and Frontier Security Zone (FSZ) in the Namo-Luziycan border. The DAIA would become the first in a series of acts largely directed at Luziyca, collectively known as the "Defense Acts."

The DAIA remains in place, although it has undergone significant revisions since the normalization of Namo-Luziycan relations in NMR 2354. The original total embargo has been reduced by subsequent amendments to the act; presently, only the arms embargo remains in place. The provision regarding the Namo-Luziycan barrier has also been amended to reduce the size of the FSZ.

Background

Tensions between the People's Republic of Namor and reunified Luziyca led to the outbreak of the Third Namo-Luziycan War in NMR 2336, during which the Namorese Liberation Army made incursions into Luziycan territory in response to the killing of civilians by Luziycan troops in the Namorese border village of Vulan. A ceasefire was announced after bilateral negotiations hosted in Da Hegner, Geadland; afterwards, the NLA declared victory and pulled out of Luziyca.

The war galvanized resentment against Luziyca among the Namorese public, as well as support for the administration of Kong Jo. As soon as the war ended, there were calls for the government to adopt tougher measures to protect Namor from "Luziycan imperialism."

In May, Liberationist deputy Kiang Pin introduced the "Anti-Luziycan Imperialism Act (ALIA)" to the Central Council Legislative Cadre on Foreign Affairs. The ALIA included all provisions of the DAIA in its original form and a few additional provisions, one of which proposed that Namor recognize the defunct Democratic People's Republic of Luziyca. After several rounds of discussion, the Foreign Affairs Cadre removed the "unnecessary" provisions. The bill was then submitted to the full session of the Central Council as the DAIA.

The Central Council passed the DAIA in May 25, NMR 2337. On June 2, NMR 2337, President-General Kong signed the DAIA into law. Several relatives of the victims of the massacre in Vulan were present at the signing ceremony.

Provisions

Embargo

The DAIA outlawed the movement of all people, capital, goods and services between Namor and Luziyca. The act stipulated that any Namorese national caught violating the embargo would be sentenced to a maximum of 10 years in prison. However, an exception was granted to Lutheran Catholics in Namor who received permission from the Foreign Ministry to travel to Luziyca via a third country for pilgrimage purposes. Trade with Luziycan-administered Nantai was allowed because Namor did not recognize Nantai as Luziycan territory, but an occupied Namorese prefecture.

Frontier Security Zone

The DAIA established the Frontier Security Zone (FSZ) - a border zone near the Namo-Luziycan border that stretched 150 km (93.2 miles) into Namorese territory. The act allowed the Ministry of Public Security to restrict movement to, from and within the FSZ. P350 billion (NS$50 billion) was set aside to build a network of walls near the border, forming part of the Namo-Luziycan barrier system. The barrier that actually ran alongside the border was built by the Luziycans and thus not covered by the DAIA.

As Namo-Luziycan relations improved, subsequent amendments to the DAIA reduced the FSZ such that its width is presently 50 km.

Huan-Namsa Amendment

The Huan-Namsa Amendment was co-sponsored by New Democratic deputy Huan An and Democratic Socialist deputy and CenCo President Namsa Singho in light of the normalization of relations between Namor and Luziyca in NMR 2354.
