Peter Ashmaev (born March 22, 1940, died June 1, 1994) is a former leader of the Knights of Saint Luther, Otekian Independence Movement and an avid supporter of Otekian nationalism. He once served as a soldier during the Second Republic of Oteki, and grew up under the code of loyalty towards and complete control by religion. When Namor recaptured Oteki (Txotai) in 1970, Ashmaev fled to Luziyca, where he became one of the organizers of the Knights of Saint Luther. He began advocating of a holy war against the Namorese, and went back into Oteki himself to lead some hit-and-run attacks on Namorese settlements and army garrisons before having to flee back into Luziycan soil in 1978, during the time when the Namorese authorities began stiffening its suppression on the movement.

An avid supporter of Otekian nationalism, Ashmaev was the person who was attributed with the "Oteki for Otekians and Otekians only" policy the Knights of Saint Luther still uphold to this day. He supported an expulsion of all Namorese and Geads from Oteki "without compensation," and supported traditionalist Christian values which he believed would best suit an independent Otekian state.

Ashmaev was appointed Vice President of the Government-in-exile of the Republic of Oteki in 1992. He vetoed any proposals which called for direct negotiations between the OIM and the Namorese, and pressed the Luziycan government into increasing aid towards the Knights of Saint Luther. Before death, Ashmaev predicted that Oteki would be free of Namorese control by the year 1999, saying that "if that doesn't happen by then, I'll be god-damned."

He became increasingly critical of the OIM in 1993-1994, believing that it had gone "too soft" on the Namorese. In February 1994, Ashmaev resigned from Vice President, calling the OIM "a betrayal to the Otekian natives," and returned to leading the Knights of Saint Luther, declaring that "I will go to Gusev and gun down every Namorman there, if you bastards aren't willing to."

In June 1, 1994, Ashmaev had just finished addressing a speech to Otekian exiles, titled "How shall we deal with the Dikara [Luziycan derogatory term for Namorese people]," and was about to return to his residence (believed to be in Frontiersberg) when he was assassinated by KGB agents. His body was found hours later, and his funeral took place on June 10. Witnesses say Ashmaev was walking home when a truck sped towards him. Shots were fired from the truck, and Ashmaev fell, but he was still moving. Seconds later, he was ran over by the truck, killing him instantly. The truck then sped away towards the Namorese border, which it crossed.

Namorese authorities admitted into the assassination of Ashmaev, declaring that it had successfully taken care of a terrorist mastermind.
