The Signals Intelligence Service (SIS) is an Belhavian intelligence agency responsible for the collection and analysis of foreign communications and foreign signals and electronic intelligence (SIGINT). In addition, SIS is mandated with protecting Belhavian government and civilian information and communications systems against electronic warfare such as network penetration, which falls under the broader purview of information security (INFOSEC).
Role
SIS is responsible for global monitoring, collection, and processing of information and data for foreign intelligence and counterintelligence purposes, a discipline known as signals intelligence (SIGINT).
SIS is, among other mission mandates, charged with the protection of Belhavian government communications and information systems against penetration and network warfare. It is authorized to collect data based on so-called "passive" electronic collection as well as to accomplish its mission through affirmative and aggressive clandestine means, which include physically bugging electronic systems and allegedly engaging in sabotage through subversive software.
Controversially in some global human rights and civil libertarian circles, SIS maintains physical presence in a large number of nations across the world, where its Signals and Electronic Information Collection Division (SEICD) installs eavesdropping devices in difficult-to-reach places to further the SIS's mission.
Unlike the IBI and DISE, both of which specialize primarily in foreign human espionage, the SIS does not unilaterally conduct human-source intelligence gathering as part of a separation of powers under Belhavian intelligence law. As such, the SIS has a close cooperative relationship with the IBI, DISE, Military Intelligence Division, and other agencies.
Relationship with other agencies
SIS has strong relationships with the IBI, DISE, and MID. The agency works in conjunction with the IBI's internal SIGINT efforts and largely relies on IBI human-gathered intelligence to augment or confirm its electronic and signal intelligence-gathering. In this role, SIS supplies and receives intelligence and counterintelligence with the IBI to ensure foreign security for Belhavian interests abroad.
Within Belhavia, SIS aids DISE in its counter-terror, counter-insurgent, domestic sociopolitical enforcement, and counter-criminal efforts.
The SIS assists the MID in active military zones and both during and in between military conflicts that involve Imperial or allied military forces.
