Her Majesty's Council of State (Dutch language: Harer Majesteits Raad van State), usually known simply as the Council of State of Atmora-Arcadia, or simply as the Council of State, is a formal body of advisers to the Sovereign of Atmora-Arcadia. Officially consists of members of the imperial family and Crown-appointed members generally having political, commercial, diplomatic or military experience. It was founded in 1531, making it one of the world's oldest still-functioning state organisations.

Certain judicial functions are also performed by the Empress-in-Council, although in practice its actual work of hearing and deciding upon cases is carried out day-to-day by the Judicial Committee of the State Council (Verathi: Gerechtelijk comité van de Raad van State). The Judicial Committee consists of senior judges appointed as Raadsheren/Raadsvrouwen (literally, "Lords and Ladys of the Council") predominantly Justices of the Supreme Court of Atmora-Arcadia and senior judges from the Heliste Commonwealth. The State Council formerly acted as the High Court of Appeal for the entire Commonwealth of Systems (other than for Atmora itself), and continues to hear appeals from the Crown Dependencies, the Elven colonies, and some former independent Commonwealth states.
