Atmora-Arcadia, officially the Atmoran-Arcadian Empire (Atmoran: ᚨᛏᛗᛟᚱᚨᚨᚾᛋ ᚨᚱᚲᚨᛞᛁᛋᚲᚺᛖ ᚱᛁᛃᚴ Atmoraans-Arcadische Rijk), also the Second Arco-Atmoran Empire, and informally known as Atmora is a federal parliamentary constitutional monarchy located in the Daiichi-Daini quadrants in the Tanabiku Galaxy. The Arco-Atmoran Empire is the undisputed regional hegemon within the Heliste Sector. Arco-Atmora's capital is Wolfina, and it's three largest metropolitan areas are Theresia, Melvere and Anthold.
The sovereign state's institutional organization is complex and is structured on both regional and linguistic grounds. It is divided into five autonomous regions: Atmora, Arcadia, Miserth, Brennenberg, and Halkeginina. Atmora-Arcadia consists of two main linguistics groups: the largest community making up 41.5% of the population is the Verathic community, the second largest community is the Arco-Verathic community making up 26.9% of the population, the next two largest communities making up roughly 20% of all Elves in the Empire are the Dromathic and Mistrathic communities.
For centuries the elves from the Verath system have formed great empires throughout the Heliste Sector, with Arcadia and Atmora being the most powerful of them all. However before the Atmoran and Arcadian Empires, the Verath System and neighbouring sectors were believed to once be under the control of the Great Elven Empire (Grotere Elfenrijk) or sometimes known as the Greater Alinorian Empire (Grotere Alinorese Rijk) which expanded Elven influence across the Tanabiku Galaxy. In 1462 the Alinorian empire was partially reformed with the formation of the Verathic Empire. After the collapse of the Verathic Empire and following the marriage of the Arcadian and Atmoran heirs, the Verathic Union was formed in 1991.
In 2150 following the defeat of Atmora and her allies in the Tanabiku War, the Verathic Union was dissolved and the Atmoran Empire was forced to given twelve percent of it's territory, followed by the mass explusion of Elves in former Atmoran territory. in 2160 after the departure of the Azakayanese Military governor from Atmora, the Elven nationalists begin to erode the Treaty of Wolfina and civil rights in Atmora and Arcadia. In 2215 following Empress Naomi IV's successful seizure of power, reunited Atmora, Arcadia and Miserth, along with smaller Elven states.

Atmora is a federation composed of eighteen states and numerous colonies off world. In turn, these may be grouped into four main islands: Halkeginia, Gallia, Caledonia and the Karelian Isles. States have more autonomy than colonies, having responsibility for social programs such as health care, education, and welfare. Together, the states collect more revenue than the federal government, an almost unique structure among federations in the world. Using its spending powers, the federal government can initiate national policies in provincial areas, such as the Atmora Health Act; the provinces can opt out of these, but rarely do so in practice. Equalization payments are made by the federal government to ensure that reasonably uniform standards of services and taxation are kept between the richer and poorer states.

GovernmentLaw and JusticeForeign RelationsMilitaryThe Armed Forces of the Empire of Atmoran, officially, the Great Elven Armed Forces which consists of three professional service branches administered by the Ministry of National Defence : the Great Elven Army, the Imperial Elven Space Force, and the Imperial Marechaussee. The commander-in-chief is the Atmoran Monarch, currently Empress Naomi IV, to whom members of the forces swear an oath of allegiance. The roles each branch is allowed to fill and the equipment they are allowed to operate is managed by the Ministry of National Defence (MND), and roles are regularly updated with changes in strategy, as well as tactical advancements. Typically, the Great Elven Army is primarily responsible for land-based military operations. They launch offensive operations from land bases against land-based targets and are used in capturing and establishing control over Imperial-held territory. The Army frequently patrols colony planets and has served as assault troops aboard Imperial Space Force starships The Imperial Elven Space Force is the spatial warfare arm of the Atmoran-Arcadian Forces. It is tasked with maintaining and operating all spatial vessels. On board all IESF vessels are the Korps Mariniers. The Imperial Air Force is the aerial warfare arm of the Armed Forces. It is in control of all aerial warfare assets under the command of the Armed Forces, including fixed-wing aircraft, most rotary craft, and space weaponry. Instead of Imperial Air Force aircraft onboard the Imperial Navy aircraft carriers, the Atmoran Fleet Air Arm deals with the naval aerial operations. These branches, along with the Imperial Special Operations Forces Command (ISOFCOM) - the special operations command of the Atmoran-Arcadian Armed Forces, report directly to the Ministry of National Defence in Wolfina, in which the MND reports to the Empress.
